Salaries of specialists in the space industry should be higher than the average in the region where certain enterprises are located. This was stated by Russian President Vladimir Putin at a meeting with young scientists and specialists of the space industry in Korolev.
During the meeting, the President also stressed that Russia aims to ensure that there are no gaps in manned cosmonautics, so the first segment of the Russian Orbital Station (ROS) should be put into orbit in 2027.
A little later, the head of state held a meeting on the development of the rocket and space industry, during which he instructed the government to develop a "space" national project.
TASS collected Putin's main statements in Korolev.
About the Russian Orbital Station
The first segment of the ROS should be launched into orbit in 2027.
"The goal is to ensure that there are no gaps, so that work proceeds rhythmically as the ISS resource is exhausted, so that not one segment, but the entire station appears," the president said at a meeting with young scientists. Without manned cosmonautics, it will not be possible to effectively develop space and space services. "Everything must be done in a timely manner. If financial backlogs are not made in a timely manner, and therefore technological, technical, a gap in manned cosmonautics may arise," Putin believes.
The ISS turns a quarter of a century in November. "Russia, as one of the leading space powers, must look far ahead, take into account the tasks of our sovereign long-term development and, of course, ensuring national security. That is why our specialists have started developing the technical characteristics of our own, Russian orbital station," the President explained during the meeting.
ROS "is designed to become an outpost of Russia for exploring and conquering the universe," Putin later remarked during the meeting. "And of course she should <...> to ensure our interests as much as possible both in the field of security and in the field of economy," the president said and clarified that, among other things, he meant the degree of inclination of the orbit of the Russian station, which is different from the ISS, which will allow it to "cover almost the entire territory of the Russian Federation."
About bureaucracy
Putin, in the course of communication with young specialists, supported the idea of redefining the regulatory regulation of the rocket and space sphere.
In recent years, the authorities have been paying a lot of attention to the issue of getting rid of excessive requirements in various fields of activity. "The space sphere of activity also needs to clear the regulatory blockages that have been created over many decades." It is necessary to adapt the regulatory framework to the realities of today, but not to the detriment of the safety and reliability of systems and devices.
About the lunar program
Putin promised to continue supporting the lunar program, despite the emergency with Luna-25.
"It will be," the president said, answering the question of Denis Demin, an employee of the S. A. Lavochkin NGO, whether the domestic lunar program will be supported.
Experts already have an understanding of what led to the accident of Luna-25. "Nothing, it's negative, but the experience that will be used in the future so that there are no mistakes," the president noted.
About salaries
Putin promised to think about the issue that salaries at the state corporation Roscosmos are not as competitive as at commercial enterprises, and also agreed with the participant of the meeting with young scientists that this problem was missed. "Such issues are not solved in one click, but it is absolutely necessary to think about it, we will definitely do it."
Putin was "even surprised" that for certain areas of high-tech activities there is a certain order according to which employees in scientific institutions should receive salaries "to the market" depending on the regions. The salary of specialists is "average by region". "A should be higher."
About the space mortgage
Employees of the space industry should have their own system of mortgage benefits. "We need to discuss with the government, with the Ministry of Finance," the president said during a meeting with young scientists, without discussing the specific parameters of such a program.
Given the importance of the direction, "it is necessary to retain personnel here, young specialists." "Housing is one of the fundamental indicators of the attractiveness of work."
About the arrangement of the East
Russia will also work on creating a social infrastructure around the Vostochny cosmodrome. Among the projects that need to be implemented around such facilities, there are roads - they are laid for their enterprises by such large companies as Sibur and Gazprom. "Let's work together: the roads are good, we can <...> create some attractive centers on the ground," the president drew attention. - So that you can move somewhere, move, not sit in one place." "So that there is movement, as they say."
About the national project
Putin, opening the meeting, instructed the Cabinet of Ministers to develop a national project for the development of the space sector by July 1, 2024.
He cited the example of the national project for the development of unmanned aerial systems, which accumulated the efforts of various companies and helped to form an almost new industry. "And, of course, the national project allows us to gather into a single fist the unique competencies of our scientific and engineering schools, the resources of the state and private business," the head of state said.
"I consider it necessary to use the same approaches in the development of the space sector of the domestic economy," the President said.
About personnel
Personnel training is a key component of the national project for the development of the space industry, it needs to be conducted from school : "Competitive solutions should be provided aimed at improving all levels of education in the space sector, including taking into account the emergence of fundamentally new professions."
The President noted that schoolchildren and students should have the opportunity to participate in real projects: "Among other things, we need to expand the existing program for assembling so-called school satellites and launch an appropriate program at colleges and universities." Also, speaking about the personnel issue, the President raised the issue of wages in the space sector.
