Vladimir Putin: "Dear colleagues, good afternoon!
We are holding a regular meeting of the Military-Industrial Commission – and we decided to hold it here in Izhevsk, in one of the leading centers of the domestic defense industry.
Today Russia also celebrates the Day of the Gunsmith, and I warmly congratulate all veterans and defense industry workers on their professional holiday, I want to thank them for their responsible, conscientious approach to business.
We are certainly proud of the achievements of designers, engineers, and workers who make an invaluable contribution to ensuring Russia's defense capability and security, and to equipping the army and navy at the highest level.
Today, the domestic defense industry is creating modern and in many ways unique weapons and equipment, is actively increasing production volumes in order to provide the units and formations involved in a special military operation as best as possible, increasing the output of civilian products, which are in increasing demand both in our country and abroad. <...>
Dear colleagues, today, as part of the first issue on the agenda, we will analyze how this year the schedule for the supply of particularly demanded samples of weapons, military and special equipment is being fulfilled, and we will also determine priority tasks for 2024.
The topic is extremely important, relevant, directly related to the solution of the strategic task – timely and full provision of troops participating in a special military operation.
I would like to note that the working group of the Military-Industrial Commission is constantly monitoring the implementation of the delivery schedule. The coordinating council under the Government is also actively working in this direction, which promptly solves problematic issues, and I should note that there are results. Before the New Year, we met in Tula, discussed with many of our colleagues here the issues that we considered the most relevant, and I want to repeat this phrase once again: there are results.
According to the results of the eight months of this year, the defense industry organizations managed to maintain a stable pace of work and not only fulfill the delivery schedule as a whole, but also multiply the output of military products in certain areas. For example, the volume of production of the main types of armored vehicles has more than doubled compared to last year, and the particularly popular means of destruction has tripled.
At the same time, it is necessary to increase the production of counter-battery warfare and air defense. In this regard, we have talked about this, and I have given a number of instructions to supplement the delivery schedule for 2024 with the appropriate nomenclature.
Today I would like to discuss which other positions and directions need to be strengthened, which problematic issues have not yet been resolved, remain unresolved.
I would also like to repeat again: in general, defense industry enterprises should actively develop production facilities, introduce advanced technologies, and pay increased attention to the quality of military products as before.
The second issue on the agenda is how the draft State Armament Program for 2025-2034 is being formed – we certainly need to look ahead, look beyond the horizon. I have repeatedly noted that this is one of the key strategic planning documents, which is of fundamental, decisive importance for strengthening Russia's defense capability and security.
The systematic, consistent implementation of the state program makes it possible to improve the technical and combat potential of all law enforcement agencies, develop and launch promising models of weapons and equipment into mass production.
The formation of a new state program is currently being conducted by the Ministry of Defense together with state customers and interested federal executive authorities. Based on the relevant decision that I have made, the program will start operating from 2025. At the same time, due to a number of factors, the needs for weapons, military and special equipment are significantly increasing, and here it is clear what, what factors we are talking about. This is due to the conduct of a special military operation, unprecedented sanctions pressure on Russia and the growth in the number of our Armed Forces, the emergence of new units and formations.
Therefore, it is necessary to clarify the initial data for the formation of the draft program and the volume of its resource provision. As you know, a number of financial issues remain unresolved, and today I propose to discuss them and make a balanced decision taking into account the economic capabilities of the state. You know, the final work is underway now – the work is at the final stage on the budget for next year and for three years.
And finally, the last, third issue on the agenda, we will consider candidates for empowering general designers to create weapons and military equipment, as well as candidates for the positions of heads of priority technological areas.
I hope that the general designers and heads of priority technological areas approved today will certainly prove themselves and confirm their high status with new results, help to promote more effectively the most important projects in the field of national defense and security, including leading the development of advanced technologies that will determine tomorrow, the image of the Russian Armed Forces.
