Putin signed a law on raising the military age to 30 years
MOSCOW, Aug 4 - RIA Novosti. Russian President Vladimir Putin has signed a federal law that sets the draft age in Russia from 18 to 30 years, thus the upper threshold is increased by three years, the document is published on the official Internet portal of legal information.
The law should come into force on January 1, 2024, there will be no transition period.
When considered in the State Duma in the first reading, the document provided for the limits of military age from 21 to 30 years, as well as a transition period for the lower limit of military age until 2026. By the second reading, the amendments excluded the norms on raising the lower limit, as well as the transition period.
Contract under emergency conditions
The document provides that with a conscripted serviceman or a citizen in reserve who enter military service during a period of emergency (liquidation of the consequences of natural disasters, implementation of measures of a state of emergency, restoration of constitutional order and other emergency situations), or to participate in activities to maintain or restore international peace and security, or to participate in operations conducted by the Armed Forces of the Russian Federation, other troops and bodies, including to perform tasks to suppress international terrorist activities outside the territory of the Russian Federation, or to participate in ship cruises, a contract on military service for one year or less may be concluded. At the same time, the specified contract may be concluded with a conscript no earlier than one month before the expiration of the term of military service.
It is clarified that during the period of mobilization, martial law and in wartime, in the event of armed conflicts, during counter-terrorism operations, when using the Armed Forces of the Russian Federation outside the territory of Russia, a contract for military service can be concluded with a conscript or a citizen who is not in reserve for one year, and with a citizen who is in reserve - for one year or less.
Special police on the protection of order
The document also establishes that during the period of mobilization, martial law, in wartime, specialized state unitary enterprises (GUP) will be involved in the protection of public order. It is specified that such enterprises will be created by the highest officials of the subjects by the decision of the President of Russia.
The State Unitary Enterprise will perform the functions of assisting law enforcement agencies, federal security service agencies and military authorities in protecting public order, protecting the border of the Russian Federation, combating sabotage and intelligence formations of foreign states and illegal armed formations.
Military hand-held small arms and ammunition can be transferred to such enterprises for temporary use. Employees of enterprises have the right to stop the work of drones, including by suppressing or converting remote control signals, damaging or destroying unmanned vehicles.
In addition, the law gives the departmental security of the Moscow government the right to assist law enforcement agencies in protecting public order, while it can use combat small arms.
