The Federation Council adopted a law on raising the age limit for staying in reserve by five years

MOSCOW, July 19 – RIA Novosti. Senators approved a law that raises the age limit for a number of citizens who have military ranks in the reserve by five years.

Amendments to the law "On Military Duty and Military Service" establish a new age limit for the stay in the reserve of citizens with the ranks of privates, sergeants, foremen, ensigns and midshipmen. The age limit for such conscripts belonging to the first category increases from 35 to 40 years, to the second category - from 45 to 50 years, to the third category - from 50 to 55 years.

The age limit for the stay of citizens in the reserve in the mobilization reserve is also increasing. Now for citizens with military ranks of senior officers, it will be 65 years (now 60 years), for junior officers - 60 years (55 years), for those with other ranks - 55 years (today 45 years). The maximum age of stay in the mobilization reserve for reserve citizens with military ranks of senior officers remains at the level of 70 years.

The provisions of the law will come into force on January 1, 2024. At the same time, a transitional period is envisaged until January 1, 2028, so that citizens who are in reserve are transferred to retirement in stages. Thus, citizens who turn 50 in 2024 will remain in reserve until 51, those who turn 50 in 2025 - up to 52 years. Citizens who have reached the age of 50 in 2026 will remain in reserve until 53 years, and in 2027 - up to 54 years.

From January 1, 2028, all citizens with military ranks of privates, sergeants, foremen, ensigns and midshipmen will remain in reserve (respectively, in the mobilization human reserve) for up to 55 years. At the same time, citizens aged 50 to 54 years, transferred by military commissars to retirement before January 1, 2024, are not subject to enrollment in the reserve. At the same time, they can, at will, submit applications to the military commissariat for continuing to stay in reserve until they reach the new age limit.

The law also establishes that citizens of the Russian Federation, while on active duty or in reserve, can enlist in military service under a contract to participate in operations carried out by the Armed Forces of the Russian Federation, other troops and military formations outside the country.

The provisions of the law also give foreign citizens the right to sign a contract on staying in the reserve, provided that the performance of their official duties is not related to the use of information constituting a state secret.

It is clarified that the first contract on staying in the reserve can be concluded by citizens of the Russian Federation who do not have foreign citizenship or a residence permit, who are in the reserve and have completed military service or completed military training programs.

If citizens have military ranks of senior officers, they will be able to conclude such a contract at the age of 62 years (today up to 57 years). Junior officers will be able to conclude the first contract on staying in the reserve at the age of 57 years (today up to 47 years), citizens with other military ranks - up to 52 years (today up to 42 years). In addition, the document allows citizens with military ranks of senior officers under the age of 67 to conclude the first contract on staying in the reserve.

The law is supplemented by a new article establishing cases of suspension of a citizen's stay in the reserve. This is possible in the case of a call for mobilization, the conclusion of a contract to participate in the restoration of international peace or the suppression of international terrorist activities outside the Russian Federation, as well as if a citizen has signed a contract for voluntary assistance in performing tasks assigned to the Armed Forces of the Russian Federation.
