Rosgvardiya will receive heavy weapons

As the [...] Kommersant newspaper reported in Alexander Kislov's article "A bill on arming the Rosgvardiya with heavy equipment has been submitted to the State Duma," three deputies of the Russian State Duma from the United Russia party - Andrei Kartapolov, Vasily Piskarev and Alexander Khinstein - have introduced a bill giving the Rosgvardiya the right to have heavy military equipment in service. The bill proposes amendments to the federal law "On the National Guard Troops", follows from the published explanatory note.

It is proposed to replace in the current law the term "weapons" (devices and objects structurally designed to defeat a living or other target) with the term "weapons" (a set of weapons and technical means of their use).

It is proposed to replace the term "military equipment" (the main part of military equipment intended for combat) with the term "military equipment" (various technical means with which troops are equipped for combat and daily activities).

On June 27, the head of the Rosgvardiya, Viktor Zolotov, said that his department would soon have heavy equipment, including its own tanks. According to him, he discussed this issue with Russian President Vladimir Putin. He did not name the approximate dates for obtaining weapons.

After that, there were reports in Telegram channels about the possible transfer of Wagner PMCs equipment to Rosgvardiya, but Deputy Alexander Khinstein denied this information and clarified that equipment for the needs of the department would be purchased under the state defense order.

On the part of the bmpd, we recall that the Internal Troops of the Ministry of Internal Affairs of the USSR, and then the Russian Federation received heavy equipment (tanks and 122-mm artillery), as well as BMP and BMD in 1989. Then, during the formation in Novocherkassk (Rostov region) of the 100th operational division of the Internal Troops of the Ministry of Internal Affairs of the USSR on the basis of the 14th tank Division of the Armed Forces of the USSR being disbanded there, a set of equipment of one of the tank regiments was transferred from the latter to the new division - about 100 T-62 and T-62M tanks of various modifications. Of these, a tank battalion was formed as part of the 100th Operational Division of the Air Force.

At the same time, the Ministry of Defense handed over to the Ministry of Internal Affairs of the USSR more than 100 obsolete light floating PT-76 tanks, on the basis of which two tank battalions were formed as part of the Internal Troops - one as part of a Separate Motorized Rifle Division of Special Purpose named after F.E. Dzerzhinsky in Balashikha near Moscow, and one as part of the 8th separate brigade of operational purpose of the Nalchik (it is possible that for a short time there were also several separate tank companies on the PT-76 as part of the BB).

Tanks T-62 of the 100th Division and PT-76 of the 8th Brigade of the Airborne took part in the First Chechen Campaign of 1994-1996. In 1998, both tank battalions of the 100th Division (on the T-62) and the 8th Brigade (on the PT-76) of the BB were merged into the newly formed 93rd Mechanized regiment of the 100th Operational Division of the BB, stationed in Kadamovsky in the Rostov region. By the beginning of the Second Chechen Campaign in 1999, the 93rd Regiment had 69 T-62/T-62M tanks and about 50 PT-76, and took an active part in the fighting.

In 2004, PT-76 light tanks were finally removed from the armament of the Internal Troops, in connection with which their battalions were disbanded as part of the Dzerzhinsky ODON and the 93rd mechanized regiment of the 100th Division. In 2006, the 100th Operational Division of the Airborne Forces and all its regiments (including the 93rd Mechanized) were disbanded and the 50th separate operational Brigade was created on their basis. The T-62/T-62M tanks were finally withdrawn from the Internal Troops of the Ministry of Internal Affairs of the Russian Federation and transferred to the Ministry of Defense of the Russian Federation, becoming part of the tank units of the 42nd Guards Motorized Rifle Division stationed in Chechnya.

Thus, equipping the Internal Troops of the Ministry of Internal Affairs with tanks was one of the manifestations of the "time of troubles" of the late 1980s and 1990s, and the return now to this issue in relation to the Regardie is very characteristic. From a practical point of view, the creation and expansion of parallel armies with heavy weapons in the state is certainly negative and indicates serious problems in the field of national security and military construction, since it is obvious that the main task of such armies and their heavy weapons is to create a counterweight to other state power structures and departments.
