The CFE Treaty was signed in 1990 and adapted in 1997. The NATO countries have not ratified the adapted version of this document, continuing to adhere to the provisions of 1990, which contain the norms of conventional weapons based on the balance between NATO and the Warsaw Pact Organization. As a result, Russia was forced to declare a moratorium on the implementation of the terms of the agreement in 2007.
