/tass/. Russian President Vladimir Putin has signed a law providing for the creation of a unified register of military registration. The document allows you to notify conscripts about conscription using electronic summonses, and also introduces some restrictions for citizens who received a summons, but did not come to the military enlistment office. The law was published on Friday on the official portal of legal information.
According to the law, summonses for military service will be sent in writing and duplicated electronically. The electronic summons will be considered handed over from the moment it is posted in the citizen's personal account on the "relevant information resource, in the information system". In addition, notification of the summons will be sent to the citizen in his personal account on the portal of public services. If the summons has not been served in writing or electronically, it is considered to have been served after seven days from the date of its placement in the register of summonses.
Also, temporary restrictions are introduced for the non-appearance of conscripts in the military enlistment office without a valid reason after 20 days from the date of delivery of the summons. So, they can be banned from registering as an individual entrepreneur, registering vehicles and real estate, restrict the right to drive a vehicle, refuse to issue a loan. At the same time, the subjects of the Russian Federation will be able to introduce additional measures - limiting payments, benefits and other support measures. The decision on the application of such measures may be appealed in court and pre-trial.
In addition, citizens subject to conscription for military service will not be able to leave Russia from the day they receive the summons until they appear at the military enlistment office.
A citizen who is subject to conscription and has not received a summons is obliged to personally appear at the military enlistment office within two weeks from the date of the beginning of the next period of conscription.
The law provides for the creation of a unified register of information about citizens who are subject to initial military registration or who are already on it, as well as those who are not, but are obliged to be on military registration. The registry data, in addition to the basic data of citizens, includes: personal and passport data, SNILS, TIN, information about citizenship, including foreign, address of residence, information about education, work, health status. The register will not contain information constituting a state secret or a secret protected by law.
The registry operator will be the Ministry of Defense of the Russian Federation, and its creator will be the Ministry of Finance. The register itself will be formed by military commissariats in the order established by the government. The register will be filled in automatically, the information will come from the state information resource, as well as from the authorities.
In addition, a register of issued summonses will be created on the basis of the military registration register. It will include copies of summonses indicating the military enlistment office, the date of dispatch and delivery of the summons, information about the addressee, including passport data and place of residence. Citizens who are on military registration will be able to access the register through their personal account in the register of summonses, on the portal of public services, as well as by personally contacting the MFC.
The Ministry of Internal Affairs, the Federal Tax Service, the Central Election Commission, federal courts, the Social Fund of Russia, medical organizations, educational and scientific organizations, the Ministry of Education, public authorities of the subjects of the Russian Federation will have to provide electronically the information necessary for military registration on military service. Such responsibilities are also imposed on employers and universities.
In turn, the heads of organizations and government agencies will be required to notify their employees about the summonses and directions for military registration, if necessary, and also send information to military enlistment offices about citizens who are not on military registration, but are obliged to be on it. The list of mandatory data for military registration is expanding. In particular, it will include information about the driver's license, as well as TIN, phone number and insurance number of an individual personal account.
As stated in the text of the law, the initial registration for military registration can be carried out without a citizen's personal appearance at the military enlistment office - on the basis of data from state information systems and military enlistment offices. At the same time, exceptions will be information about citizens undergoing military service, having military ranks of officers and staying in the reserve of the Foreign Intelligence Service of the Russian Federation and in the reserve of the Federal Security Service of the Russian Federation.
Enlistment in the reserve of citizens subject to initial military registration, if the military enlistment offices have the appropriate grounds, can also be made without a personal appearance of a citizen. In addition, citizens who are registered for military service without personal appearance at the military enlistment office, if necessary, may be sent summonses, including in electronic form, to verify information obtained from the register of military registration and other information systems and resources.
