TSAMTO, April 14. Effective practices and mechanisms for accelerated innovation implementation became the subject of the business agenda at the thematic session devoted to the development of dual-use technologies and technological sovereignty of Russia.
The event was organized by the Russian Defense Ministry within the framework of the forum "Russian Software: Effective solutions for the Digital Economy".
The purpose of the thematic session was to exchange opinions, experience and suggestions on finding new breakthrough solutions, determining trends in the development of information technologies, telecommunications and artificial intelligence technologies and their application in the interests of ensuring technological sovereignty of Russia.
During the discussion, the issues of import substitution in the field of information and telecommunication technologies, the development of domestic software and hardware-component base, as well as the formation of advanced scientific and technological reserve were considered.
The discussion was moderated by the head of the Main Department of Innovative Development of the Ministry of Defense of the Russian Federation, Major General Alexander Osadchuk, who spoke about the existing and successfully functioning mechanisms for the accelerated implementation of innovative projects in the defense department.
"Currently, initiative projects are especially in demand in the world of innovation. Their authors react more dynamically to new requirements and conditions of use, form new solutions and ideas," said a representative of the Russian Defense Ministry. – In these conditions, not only new ideas themselves play an extremely important role, but also their authors and scientific and technical teams from all over the country, who need to be involved in the creation of breakthrough projects and technologies. This allows us to significantly expand the horizons of the search and selection of bright promising ideas and the best teams, our new "kulibins".
A.Osadchuk also said that today, for the implementation of initiative work in the Russian Defense Ministry, already created mechanisms and forms of work are being used, which are actively changing taking into account the current situation. One of such mechanisms is the Commission on Initiative Projects and Technologies chaired by the Deputy Minister of Defense of the Russian Federation Pavel Popov, which examines innovative developments of a high degree of readiness and makes decisions on their implementation. The Commission is a kind of "entrance window" of innovation, a platform where professionals, including young scientists, announce their new solutions needed by the Armed Forces.
The head of the GUIR of the Ministry of Defense of the Russian Federation also said that projects of a high degree of readiness are transferred to the status of "selected for implementation" almost immediately. In turn, developers from all regions of the country are given the opportunity to present their new projects. The best of them, after accelerated testing in real conditions, are immediately put into trial operation with the organization of the release of an experimental batch. Technical experiments and testing are carried out at almost all landfills of the country and at the site of the Military Innovation Technopolis "ERA".
"Funds for accelerated financing of promising projects play an important role in this process. For example, the ERA Foundation, created to support and scale developments in the field of defense and state security, allows you to quickly implement the best projects in the interests of the Russian Defense Ministry," A. Osadchuk added.
During the session, all participants and invited experts were given the opportunity to speak, including the reports of the participants were presented on the areas of support measures to ensure technological sovereignty, national ecosystems of artificial intelligence, building a trusted mobile infrastructure based on the Aurora operating system, as well as the use of domestic technologies for monitoring information security.
The specialists paid special attention to the tasks and functions of the regional Center for unmanned Systems, as well as dual-use technologies in the IT cluster of the Military Innovation Technopolis ERA.
At the end of the event, the head of the GUIR of the Ministry of Defense of the Russian Federation thanked representatives of domestic organizations for their active participation in the thematic session and high-quality and informative speeches, and also awarded the participants of the event with commemorative diplomas, the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation reports.
