/tass/. The revision of the salary system at state-owned enterprises of the space industry is a priority measure to restore the prestige of the professions of engineers and specialists in this field. This opinion was expressed on Wednesday by the Chairman of the Federation Council Valentina Matvienko.
"Built by the efforts of many generations of scientists, engineers, workers, the domestic space industry today needs new young enthusiasts, specialists of the highest class. In the meantime, we must admit that we are not able to regain the prestige of the profession. I consider the revision of the salary system at state-owned enterprises to be a priority measure," the speaker of the Federation Council wrote in her blog published on the chamber's website on the occasion of Cosmonautics Day.
She is convinced that it is difficult to expect a breakthrough with an engineer's salary comparable to that of a cashier in a store. "But this is the intellectual elite of the country, we should not forget about it. Those who are engaged in space developments today are real romantics, heroes, and I thank them for their loyalty to the cause, ideals," Matvienko wrote.
Matvienko also said that Russia stands for preserving and deepening cooperation in space with foreign states, turning off Western ones.
"Today, when instability reigns in world politics and the economy, I want to note that it is space that remains one of the very few platforms where cooperation between Russia and foreign countries, including Western ones, persists and continues. Our country stands for its preservation and deepening. Because this cooperation unites the most progressive-minded people," the speaker of the Federation Council wrote.
In her opinion, there is "no place for conjuncture and short-termism" in this issue. "It is vital for all mankind. It is no coincidence that Cosmonautics Day is international, and the whole world celebrates it with us," the chairman of the upper house of Parliament stressed.
Chairman of the Federation Council Valentina Matvienko stressed the need to increase the attractiveness of business investments in the domestic space industry. To do this, in her opinion, it is necessary to improve legislation in this area, facilitating the access of private companies to space exploration.
She noted the importance of "developing public-private cooperation in space exploration." "To do this, we need to increase the attractiveness of business investments in our space industry, protect them by providing reliable guarantees. Today, practical steps in this direction largely rest on the imperfection of the legal framework. I consider it necessary to lay down in the legislation the possibilities for its rapid adaptation to the requirements of the time," the speaker of the Federation Council wrote.
She urged not to hesitate to adopt the experience of the West, "if it demonstrates its effectiveness, it allows us to achieve new results." "Also, in my opinion, it is important to provide a green corridor for private space initiatives at all stages of approval, so that executive and regulatory bodies do not slow them down, but help them. For its part, the Federation Council is ready to ensure that relevant laws are considered as a priority," the Chairman of the upper house of Parliament stressed.
The senator is convinced that in conditions of fierce competition, "the price of delay is especially high." She said that Russia has been and remains a recognized space power, although "today we are no longer the only ones in space." "Many countries have caught up with us and, alas, are ahead of us in some ways. But I think it is fundamentally important and I am proud that Russia remains among those who, with their research, are moving forward the world space science, bringing the exploration of stellar spaces by man closer. That's why on Cosmonautics Day we not only pay tribute to the achievements of the past, but also evaluate the present, make plans for the future," Matvienko said.
According to her, these plans are vital, real. We are talking about the implementation of a deeply thought-out development strategy, and not about a gambling desire for leadership at any cost. "It is necessary to carry out a kind of maneuver that will allow the most efficient use of available resources. That is, to identify projects that require priority funding, and those that can be attributed to a more distant perspective, as well as to ensure the development of new areas of cosmonautics. Such work is in full swing," the speaker of the Federation Council stated.
She added that among the priorities are manned flights, the creation of a national Russian orbital station, the Russian lunar program for the period 2021-2040, scientific space. "We will increase the satellite grouping, in particular, to support the Northern Sea Route. There are other, no less ambitious tasks," Matvienko stressed.
