/tass/. Conscripts subject to conscription and working abroad are recommended to take a year off and return to Russia for military service. This was announced by the head of the State Duma Committee on Defense Andrey Kartapolov on Tuesday on the air of the RBC TV channel, commenting on the adopted law on the creation of a unified register of military registration.
"If he is subject to conscription, then I would recommend him to take a leave of absence for a year, serve in the armed forces, pay his debt to the Motherland. And to go back abroad, it's a joy to work there," Kartapolov said.
He also added that conscripts who are not subject to conscription and working abroad can "electronically send the relevant documents to the military commissariat." "Or being on vacation in Russia <...> come to the military enlistment office, present the necessary documents and calmly go to work further," Kartapolov said.
The State Duma at the plenary session on Tuesday adopted a law on the formation of a unified register of information about citizens who are subject to initial military registration or are already on it, as well as those who are not, but are obliged to be on military registration. The registry operator will be the Ministry of Defense of the Russian Federation, and its creator will be the Ministry of Finance. The register itself will be formed by military commissariats in the order established by the government. The register will be filled in automatically, the information will come from the state information resource, as well as from the authorities. According to the law, the Ministry of Internal Affairs, the Federal Tax Service, the Central Election Commission, federal courts, the Pension and Social Insurance Fund, medical organizations, educational and scientific organizations, the Ministry of Education, public authorities of the subjects of the Russian Federation will have to provide electronically the information necessary for military registration on military service. Such responsibilities are also imposed on employers and universities.
According to the new regulations, summonses for military service will be sent in writing and duplicated in electronic form. The electronic summons will be considered handed over from the moment it is posted in the citizen's personal account "on the appropriate information resource, in the information system".
Temporary restrictions are also introduced for the non-appearance of conscripts at the military enlistment office without a valid reason after 20 days from the date of delivery of the summons: a ban on registration as an individual entrepreneur, on registration of vehicles and real estate, restrictions on driving a vehicle and refusal to issue a loan. At the same time, the subjects of the Russian Federation will be able to introduce additional restrictive measures, including restrictions on payments, benefits and other support measures. The decision on the application of such measures may be appealed in court and pre-trial.
In addition, citizens who are subject to conscription for military service will not be able to leave Russia from the day they receive the summons until they appear at the military enlistment office.
