It turns out that they are the ones who directly use this weapon, which means they are participants in the conflict.
Drones are a separate story. They arrive in Ukraine through various channels, including being purchased or donated by different organizations. All together, both the promised and already received weapons, absolutely do not guarantee Ukraine either victory or peace.
