The US Army is developing and testing the latest communication systems capable of providing control and interaction of large military units located in different parts of the world in conditions of large-scale military campaigns. Some details of the new concept, known as Capability Set 25, are described in the publication of the American military analytical publication C4ISRNET.
New communication technologies should ensure stable communication between army units numbering from 15,000 troops. This level of interaction in the Pentagon is considered appropriate to the new threats posed to the United States by the technologically advanced armed forces of Russia and China, which Washington has declared its strategic adversaries.

The development of the Capability Set 25 concept was started in 2021. At the end of last year, the Executive Office of the Command, Control and Communications Program (PEO C3T) of the US Army sent a group of experts to test new communications equipment installed on the Abrams MBT, Stryker armored vehicles and Bradley infantry fighting vehicles. However, at that time the experiment ended in failure, a representative of PEO C3T said. According to him, the problem lies in too much diversity and difficulties in the compatibility of various types of communication equipment installed on armored vehicles of different classes.
Until recently, the US army used equipment and communication technologies that were not designed for a large-scale military confrontation with armies that possess modern electronic warfare. However, a confrontation with China in the Indo-Pacific region or with Russia in Europe will require more complex and fault-tolerant means of communication capable of establishing reliable communication between a large number of units of various branches of the armed forces.
The Capability Set 25 is the first conceptual development that is initially focused on a division, a formation capable of long—term combat operations. Earlier systems were designed for the brigade level, which corresponded to the doctrine of the US Army in the war against terrorist groups that do not have modern technical capabilities.
