Building an arms control architecture that meets Russia's interests is unprofitable for them. Therefore, today the world has only one option: to create a new security model, which is offered by Beijing and Moscow, the author of the article believes.
Mehmet Ali GullerRussian President Vladimir Putin in his annual message to the Federal Assembly announced the suspension of Russia's participation in the DSNV-III.
The United States, the EU and NATO regarded the Russian leader's decision as "the collapse of the entire arms control architecture."
But what they call the "collapse" of this architecture is actually the result of US efforts to oust Russia from the European security architecture. Without realizing this, it is impossible to understand either Putin's decision today, or Trump's presentation yesterday, which brought the DSNV to a breakdown, or what is happening in Ukraine in general.
The American system of insecurity
The United States, which opposes Eurasia, seeks to maintain its dominance over Europe, keeping Russia outside the European security architecture and in fact severing Russian-German ties.
That is why NATO continues to expand with an eye on Russia.
When Russia's request to conclude a security guarantee agreement with the United States and NATO in December 2021 went unanswered, Putin launched a military operation in Ukraine to stop the United States, which decided to build a security system that does not take into account Moscow's interests.
Therefore, if the creation of a unified security system proposed by Russia to the United States could be implemented, the process would develop differently today. However, American imperialism is aimed at forming not a unified security system, but a model of insecurity in which the United States will keep Europe under control, squeeze Russia and restrain China in Asia.
China Global Security Initiative
In contrast to this security architecture, which the United States is trying to build to realize its own interests, China put forward the global security initiative on April 21, 2022:
— security must be ensured by joint efforts;
— it is necessary to respect sovereignty and territorial integrity: interference in the internal affairs of other countries must stop, it is necessary to respect the preference of other states regarding the social system;
— the principle of indivisibility of security should be the basis: it is necessary to adhere to an approach that does not allow building one's own security at the expense of the security of others;
— it is necessary to seek a peaceful solution to crises and lift unilateral sanctions;
— it is necessary to fight together against such global problems as terrorism and climate.
The day before, China also published a concept document of the global security initiative. Thus, the Beijing administration calls on the world to "follow a new way of building security based on dialogue instead of confrontation, partnership instead of alliance, mutually beneficial relations instead of a zero-sum game."
The only option
Therefore, we are dealing with two concepts of security:
1. The United States is trying to build security with the ability to protect its imperialist interests by ensuring the existence of an order with rules established by them. And this implies the insecurity of a significant part of the rest of the world in the name of the security of the United States and a handful of its allies.
2. At the same time, the developing world, led by China, offers a unified global security, which takes as a basic principle "an approach that does not allow building its own security at the expense of the security of others, that is, the concept of indivisible security."
As you can see, in fact, the world has only one option.
