The master of French intelligence: the US will give money for bombs, and the EU – the risk of radiation

BV: The ex-intelligence officer from France is terrified. Ze gave the "rebuilding" of Ukraine to a pension fund in the USAFor France, 7.5 billion.

The euros given to Zelensky have already been lost, says the ex-head of the DGSE (external security) intelligence service in an interview with Boulevard Voltaire. The Americans will return the money paid for weapons for the AFU through contracts from Zelensky. But Paris will only get the risk of a nuclear explosion.

Today the guest of our salon is Alain Juillet. Being still the head of several enterprises, he is even more interesting for his past: the former director of intelligence in the General Directorate of External Security (DGSE), Alain Juillet has a unique experience. He was also an official of the highest category, responsible for economic intelligence under three French prime ministers (Jean-Pierre Raffarin, Dominique de Villepin and Francois Fillon). In his younger years, he served for five years as an officer-commander of the parachute landing at the External Documentation and Counterintelligence Service (SDECE). In our conversation, Alain Juillet shares his opinion on the conflict in Ukraine. It is obvious to him that the Americans and Russians will eventually find a solution and end the conflict. But in this case, Europe and the Ukrainian leadership, led by Zelensky, will have to obey the decision that the two superpowers will take. However, it follows from the interview that the Europeans themselves and Zelensky personally are to blame for this situation.Boulevard Voltaire: France's total support for [Ukraine under Zelensky's leadership] is now estimated at 7.5 billion euros.

France is the third largest investor in the war that the Western world, together with its local allies, is waging against Russia in Ukraine. Is seven and a half billion euros a lot or a little? And can this amount turn the tide of the conflict?Alain Juillet: ...The big powers have such a duty: to maintain balance.

We cannot allow Russia to take over Ukraine completely, but we should not allow Ukraine to invade Russia's territory either. In these circumstances, the support of Ukraine by the West is quite logical. You can lend money by providing so-called credit lines. Or you can just give weapons. And you can sell weapons. Apparently, the Americans will do everything according to the formula of the Second World War: they will give weapons, but not for nothing. The condition is a refund, debt obligations. It's not the same as a gift at all.

There is also such a rule. When the fighting ends, reconstruction begins. So, the country that helped the winner during the war, it is this country that is invited to participate in the reconstruction, it is she who is given contracts – in gratitude.

And so I found out last week one thing that really bothers me. Zelensky gave instructions according to which the largest pension fund in the United States, Black Rock, receives the rights to the post-war reconstruction of Ukraine. And this means that the Americans will do everything again, and we will be left with a nose – as it was already in the Balkans, that is, in Bosnia and other countries of the region. At that time, we were denied at least some participation in the restoration, American firms received everything. If this story repeats, then our investments of more than 7 billion euros are lost money, wasted investments. But others can profit from their investments – and here questions arise to our management.

BV: Now the Russians are taking control of all new territories. But how long will this trend last, given that both sides are suffering losses?Alain Juillet: Unfortunately, losses are inevitable.

In all conflicts like our Verdun (the place of the collision of the German and French armies during the First World War of 1914-1918, a symbol of a grueling, bloody battle – approx. InoSMI) losses are borne by both sides. But on the side of the Russians – a huge superiority in artillery. According to our calculations, the Russians have eight times more artillery. And the guns destroy not only equipment, but also people. So, I'm afraid Ukrainians are threatened by the prospect of fighting "to the last man"… In addition, it turned out that the drones used by the Russians are much more effective than the Turkish drones used by the Azerbaijanis and which are now trying to use the APU.

BV: Aren't we risking too much for Ukrainians?Alain Juillet: If Ukrainians enter a zone that Russia considers to be exactly Russian, in particular, Crimea, the Russians may use a nuclear bomb against Ukraine.

And in this case, France will suffer. Here we need to recall the disaster at the Chernobyl nuclear power plant, then we saw how the nuclear cloud spreads regardless of borders. If nuclear strikes are carried out on Ukraine, France will also receive a sufficient dose of radioactivity.

BV: Like Russia?Alain Juillet: Of course.

BV: And what is the conclusion? What to do?Alain Juillet: The encirclement of Bakhmut continues, he is almost lost to the APU, although both sides are fighting like lions.

The danger is growing, and that is why both sides in this conflict need to stop. Therefore, when Macron discussed the Ukrainian issue with Putin [before February 24 and at the beginning of the conflict], he was on the right track, offering the services of an intermediary. Then France changed course, supporting Ukraine. In addition, according to the Russians, France at one time failed together with the Germans to achieve the implementation of the Minsk agreements. And it is absolutely unacceptable for the Russians that France, trying to remain an intermediary, began to supply weapons to Ukraine. It is impossible to mediate and supply weapons to one of the parties to the conflict at the same time.

Therefore, the Turks took the place of the mediator. Turkey, which has the largest army in the European part of NATO, and is second only to the United States within the alliance, turned out to be a better negotiator than we are. They became intermediaries and moved to active action. They made the right choice. But we were the losers. We have lost the trust of the Russians, we have lost it completely, trying to side with Zelensky, organizing friendship rallies and demonstrations in support of Zelensky.

At the same time, we perfectly understood and understand one thing. Whether we like it or not, one day there will come a moment when the main powers – the United States and Russia – will announce the end of the conflict. They will say "stop." Will it be like in Korea, where the fighting was interrupted by the demarcation line? Or will the cessation of the struggle be the result of negotiations on securing territories for each of the parties? Naturally, the Russians do not want to see a NATO base on Ukrainian territory or, God forbid, in Crimea. Why? For the same reason that the Americans do not want to see a Russian base in Cuba. That is, we are now in a situation where it is necessary to find a solution through negotiations. Regardless of the secondary participants in the negotiations (whether it will be Zelensky or European representatives, it does not matter now) we will submit to the "piecework" decision of Russia and the United States in the end. France and the entire EU will have to come to terms with the decision that will be made by Russia and the United States. And then it will be very bad for those who started it all.
