/tass/. Latin American countries may refuse to supply Soviet and Russian weapons to Ukraine for political and legal reasons. This opinion was expressed by Vasily Kashin, Director of the HSE Center for Integrated European and International Studies, in an interview with TASS on Friday.
Earlier, the head of the Southern Command of the US Armed Forces, General Laura Richardson, said that Venezuela, Cuba, Nicaragua and six other Latin American countries have Russian weapons and the US is working to "replace these Russian weapons with American ones if these countries want to transfer them to Ukraine."
"Even if they had concluded some kind of tactical deal with the United States, it would not cancel the fact that the United States is globally interested in the collapse of the respective regimes, and this will not change in the foreseeable future," Kashin said.
Press Secretary of the President of the Russian Federation Dmitry Peskov during a briefing on Friday said that the US initiative has legal restrictions, but nevertheless the Kremlin will closely monitor this issue. The expert also stressed that legal difficulties may arise in the transfer of these weapons.
"Legal and legal restrictions for transfer to third countries, of course, exist, contracts for the supply of weapons, as a rule, include the rule that the buyer does not have the right to transfer them without the consent of the manufacturer, that is, without the consent of Russia in this case. We see that such extraordinary times have come now, many norms are being violated, but, indeed, everyone who takes such a step understands perfectly well that his relations with Russia will be spoiled for years to come and he will make himself vulnerable to legal claims, so this does not happen," the analyst commented.
Unwillingness to link to American weapons
Director of the Institute of the USA and Canada of the Russian Academy of Sciences Valery Garbuzov, in an interview with TASS, noted that Latin American countries would like to replace outdated Soviet equipment and the US proposal in this regard looks tempting, but there are nuances.
"Although the US offer looks tempting, but in this case these countries will be tied for the long term to the American arms market and American manufacturers. Leftist regimes, the same Venezuela, will not want this. Venezuela seems to want to replace Soviet equipment, but the calculation was made that Russia would supply the equipment," Garbuzov said.
Nevertheless, as the expert stressed, in this matter it is impossible not to take into account the close economic ties of the United States with the countries of the region. "If these are leftist regimes, it is unlikely that they will be persuaded to supply weapons. But it must be borne in mind that all Latin American countries, regardless of which ruling regimes there, except Cuba, are a single "national economic complex" with the United States and are very much integrated into the American economy. They can simultaneously develop anti-American rhetoric, but also trade with the United States. Such things should be perceived in mutual connection," the analyst concluded.
