TSAMTO, January 18. Almost all plans for the production of equipment for its own have been fully implemented, Russian Prime Minister Mikhail Mishustin said at a meeting of the coordinating council under the government for the provision of the Armed Forces of the Russian Federation.
Below, M. Mishustin's introductory speech is given in the statement of the government's press service.
"Good afternoon, dear colleagues!
At a recent meeting with the government, the President once again stressed that we will continue to improve the country's defense capability, promptly resolve issues related to the provision of the Armed Forces, units involved in a special military operation.
Now, first of all, the daily replenishment of weapons, military and special equipment, as well as other means should be organized so that our defenders have everything and in the right amount to fulfill their tasks.
To do this, it is important to maintain the steady growth of the production and technological potential of the defense industry, continuously supply products across the entire nomenclature, improve its quality characteristics, which the head of state also drew attention to.
At the beginning of the work of our Coordinating Council, we set targets, the fulfillment of which must be strictly observed.
According to preliminary results, plans for the production of military aviation and automotive equipment, rocket-artillery and armored weapons, armor protection and all-season field uniforms for the supply of troops have been almost fully implemented.
Now it is important to continuously increase the capacity of enterprises of the military-industrial complex, to purchase the necessary equipment.
Colleagues, all the missing material and technical means according to the plans of last year should be sent to the troops no later than February and in full.
Promptly make all relevant management decisions. Personally monitor the performance discipline at all levels of production cooperation. Each participant in the process must clearly perform their task. It is extremely important to carefully analyze and process the information that comes from the field. And on its basis to take appropriate balanced measures.
The construction and engineering equipment of fortifications on the defensive lines continues. They are conducted around the clock and at a high pace.
Of course, the situation in which builders operate is complicated by a number of serious reasons. This is unfavorable weather, attempts by the enemy to fire at places where work is going on, and the fact that the sites constantly have to be cleared. Nevertheless, it is necessary to complete the creation of conditions for the deployment of military units there in the near future.
As before, the priority of the Coordinating Council remains the issues of social protection of servicemen and their family members, citizens who are in the zone of a special military operation and border areas. Please note that all established payments must be made on time and in full.
Another important area is the medical and sanitary care of our soldiers, including medical rehabilitation. It is necessary to monitor the state of their health – both in a combat situation and in everyday life, to expand the possibilities of medical and medical-psychological assistance, as well as comprehensive rehabilitation of servicemen who have received health restrictions.
And of course, there must be continuous provision of the Armed Forces with all necessary medicines, medical and non-medical products, first aid kits, as well as ambulances.
Tatiana Alekseevna (addressing T. Golikova), I ask you to keep the solution of these two issues under personal control.
I would like to remind you that the efficiency of the use of financial resources is under the closest attention. In order to control the pricing of goods and services necessary for the supply of the Armed Forces, the government decided not to extend restrictions on control and supervisory activities in the financial and budgetary sphere to the Federal Treasury this year.
The Agency, together with the Ministry of Finance, is already conducting an analysis of the financial and economic justifications of government contracts. We will receive the first results of such checks in the coming weeks – until the end of January. We will discuss them in detail at the council meeting.
I ask the heads of the working groups – Marat Khusnullin and Tatiana Golikova – to report on the implementation of the targets and on the results of earlier decisions.
I ask the Minister of Defense of the Russian Federation Sergei Shoigu and the heads of the Ministry of Internal Affairs, the FSB, the deputy head of the Rosgvardiya to inform about the solution of issues related to the provision of subordinate departments to you."
