TSAMTO, December 28. According to the CAMTO, the rating of arms importing countries in terms of the volume of concluded contracts for the import of military equipment by the end of 2022 was led by Poland ($ 20.238 billion).
For reference:According to the CAMTO, in general, the volume of identified world contracts concluded for the export/import of conventional weapons (according to the classification of the UN Register) in 2022 amounted to 99.1 billion dollars.
For comparison: in 2021 – $88.940 billion, in 2020 – $ 65.098 billion and in 2019 – $88.433 billion).The low results for the three years of the reporting four-year period (2019, 2020 and 2021) are explained by the low transparency of the data provided.
Nevertheless, in its calculations, in order to comply with the correctness, CAMTO uses only identified data on the volume of concluded contracts (deliveries).
In general, for the period 2019-2022, the volume of identified global contracts for the import of VIVT amounted to $ 341.570 billion.
According to the results of 2022, 72 countries are included in the TSAMTO rating in terms of the volume of arms import contracts concluded.
For the period 2019-2022, the rating includes 135 countries (taking into account NATO as a collective customer organization, as well as the category of "unknown" importer - 137 countries) that have concluded contracts for the import of PVN.
Ranking of countries by the results of 2022 and for the period 2019-2022 in general by the volume of arms import contracts concluded
Poland occupies the first place in the CAMTO rating according to the results of 2022 in terms of the volume of concluded contracts for the import of VIVT for the first time in recent history – $ 20.238 billion, or 20.42% of the global volume of agreements for the import of PVN in 2022.
The result for 2022 is an absolute record for Poland.
In general, for the period 2019-2022. Poland ranks 2nd in terms of the volume of contracts concluded for the import of PVN (primarily due to the result in 2022).
For comparison: in 2019, the volume of contracts concluded by Poland for the import of PVN amounted to $ 1.425 billion (1.61%), in 2020 – $ 4.692 billion (7.21%), in 2021 – $ 588.4 million (0.66%). In general, over the last 4-year period, Poland has concluded contracts for the import of PVN in the amount of $ 26.943 billion (7.89% of the world market, 2nd place).
For Poland, as for other countries, officially signed contractual agreements are included in the calculation. The results of tenders, according to which the winners were determined, but no contracts were signed at the end of the calendar year 2022, are still classified as "intentions".
Poland's potential for the future: the value volume of "rolling" potential contracts for the purchase of weapons (while they are included in the category of "intentions"), decisions on which were not made in 2022 (the results of completed tenders, contracts for which have not yet been signed, tenders announced in 2022, tenders held during 2022, previously announced and decisions are taken into account as of the end of December 2022, CAMTO estimates the amount of $34.930 billion (2nd place in the rating in terms of the value of intentions for the purchase of weapons).
Finland ranks second in the CAMTO rating according to the results of 2022 in terms of the volume of concluded contracts for the import of VIVT for the first time – $ 13.382 billion, or 13.50% of the global volume of agreements for the import of PVN in 2022.
In general, for the period 2019-2022. Finland ranks 9th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019 and 2020, there are no official data on concluded contracts for the import of VIVT. In 2021, the volume of contracts concluded by Finland amounted to $175.9 million (0.20%). That is, Finland entered the top ten in terms of the volume of concluded contracts for the import of VIVT only by the results of 2022.
In general, over the last 4-year period, Finland has concluded contracts for the import of PVN in the amount of $ 13.557 billion. (3.97% of the world market, 9th place).
Finland's potential for the future: As of the end of December 2022, the CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons in the amount of $580 million (55th place in the rating in terms of the value of intentions for the purchase of weapons).
Germany ranks third in terms of the volume of arms import contracts concluded by the end of 2022 for the first time – $ 9.372 billion, or 9.46% of the global volume of contract agreements for the import of air defense in 2022.
In general, for the period 2019-2022. Germany ranks 4th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Germany for the import of PVN amounted to $ 1.094 billion (1.24% of the world market), in 2020 – $ 1.756 billion (2.70%), in 2021 – $ 5.313 billion (5.97%).
In general, over the last 4-year period, Germany has concluded contracts for the import of PVN in the amount of $ 17.536 billion (5.13% of the world market, 4th place).
Germany's potential for the future: As of the end of December 2022, CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons in the amount of $9.353 billion. (9th place in the rating in terms of the value of intentions for the purchase of weapons).
Indonesia occupies the fourth place in the CAMTO rating by the results of 2022 in terms of the volume of concluded contracts for the import of VIVT – $ 9.046 billion, or 9.13% of the global volume of agreements for the import of PVN in 2022.
In general, for the period 2019-2022. Indonesia ranks 5th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Indonesia for the import of PVN amounted to 3.162 billion dollars (3.58% of the world market), in 2020 – 187.9 million dollars (0.29%), in 2021 – 5.024 billion dollars (5.65%). In general, over the last 4-year period, Indonesia has concluded contracts for the import of PVN in the amount of 17.420 billion dollars (5.10% of the world market, 5th place).
Indonesia's potential for the future: As of the end of December 2022, the CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons in the amount of $7.763 billion (11th place in the rating in terms of the value of intentions for the purchase of weapons).
Switzerland ranks fifth in the CAMTO rating by the results of 2022 in terms of the volume of concluded contracts for the import of VIVT for the first time – $ 5.475 billion, or 5.52% of the global volume of agreements for the import of PVN. The result for 2022 is an absolute record for Switzerland.
In general, for the period 2019-2022. Switzerland ranks only 20th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Switzerland for the import of PVN amounted to $ 25.1 million (0.03% of the world market), in 2020 – $ 8.1 million (0.01%), in 2021 – there is no data on contracts concluded.
In general, over the last 4-year period, Switzerland has concluded contracts for the import of PVN in the amount of 5,508 billion dollars (1.61% of the world market, 20th place).
Switzerland's potential for the future: As of the end of December 2022, CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons in the amount of $ 2.250 billion (35th place in the rating in terms of the value of intentions for the purchase of weapons).
The sixth place in the CAMTO rating according to the results of 2022 in terms of the volume of concluded contracts for the import of VIVT is occupied by Greece for the first time – 4.2 billion dollars or 4.24% of the global volume of agreements for the import of PVN.
In general, for the period 2019-2022, Greece ranks 12th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Greece for the import of PVN amounted to $ 336 million (0.38%), in 2020 – $ 4.314 billion (6.63%), in 2021 – there is no data on contracts concluded.
In general, over the last 4-year period, Greece has signed contracts for the import of PVN in the amount of $ 8.850 billion (2.59% of the world market, 12th place).
Greece's potential for the future: As of the end of December 2022, CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons at $5,340 billion (21st place in the rating in terms of the value of intentions for the purchase of weapons).
According to the results of 2022, the UAE occupies the seventh place in the CAMTO rating in terms of the volume of concluded contracts for the import of VIVT – $ 3.473 billion, or 3.50% of the global volume of agreements for the import of PVN in 2022.
For comparison: in 2019, the volume of contracts concluded by the UAE for the import of PVN amounted to $ 4,353 billion (4.92% of the global market), in 2020 – $ 311.4 million (0.48%), in 2021 – $ 21.779 billion (24.49%, an absolute record for the UAE).
In general, over the last 4-year period, the UAE has concluded contracts for the import of PVN in the amount of $ 29.917 billion (8.76% of the world market). With this result, for the period 2019-2022, the UAE ranks 1st in the ranking.
The potential of the UAE for the future: As of the end of December 2022, CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons at $19.303 billion (6th place in the rating in terms of the value of intentions for the purchase of weapons).
According to the results of 2022, Israel occupies the eighth place in the CAMTO rating in terms of the volume of concluded contracts for the import of VIVT – $ 3.379 billion, or 3.41% of the global volume of agreements for the import of PVN in 2022.
In general, for the period 2019-2022. Israel ranks 16th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Israel for the import of PVN amounted to $ 276.4 million (0.31%), in 2020 – only $ 28 million (0.04%), in 2021 – $ 2.9 billion (3.26%).
In general, over the last 4-year period, Israel has concluded contracts for the import of PVN in the amount of $ 6.584 billion (1.93% of the world market, 16th place).
Israel's potential for the future: As of the end of December 2022, CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons at $ 2.5 billion (34th place in the rating in terms of the value of intentions for the purchase of weapons).
According to the results of 2022, Australia ranks ninth in the CAMTO rating in terms of the volume of concluded contracts for the import of VIVT – $ 3.029 billion, or 3.06% of the global volume of agreements for the import of PVN in 2022.
In general, for the period 2019-2022. Australia ranks 14th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by Australia for the import of PVN amounted to $ 1.575 billion (1.78%), in 2020 – $ 1.131 billion (1.74%), in 2021 – $ 979 million (1.10%).
In general, over the last 4-year period, Australia has signed contracts for the import of PVN in the amount of $ 6.714 billion (1.97% of the world market, 14th place).
Australia's potential for the future: The value volume of "rolling over" potential contracts for the purchase of weapons as of the end of December 2022, the CAMTO estimates at $ 32.182 billion (3rd place in the rating in terms of the value of intentions for the purchase of weapons).
The tenth place in the TSAMTO rating according to the results of 2022 in terms of the volume of concluded contracts for the import of VIVT is occupied by the USA – $ 2.857 billion, or 2.88% of the global volume of agreements for the import of PVN in 2022.
In general, for the period 2019-2022, the United States also ranks 10th in terms of the volume of contracts concluded for the import of PVN.
For comparison: in 2019, the volume of contracts concluded by the United States for the import of PVN amounted to $ 1.102 billion (1.25%), in 2020 – $ 2.292 billion (3.52%), in 2021 – $ 2.751 billion. (3,09%).
In general, over the last 4-year period, the United States has concluded contracts for the import of PVN in the amount of $ 9.002 billion (2.64% of the world market, 10th place).
The potential of the United States for the future: As of the end of December 2022, the CAMTO estimates the value of "rolling" potential contracts for the purchase of weapons at about $ 1 billion (48th place in the rating in terms of the value of intentions for the purchase of weapons).
NoteIt should be noted that the four largest importers of weapons for the period 2019-2022 were not included in the top ten in terms of the value of concluded contracts for the purchase of weapons by the end of 2022.
These are India (2nd place for the period 2019-2022), Japan (6th place), Egypt (7th place) and Taiwan (8th place).
The second feature of 2022 in terms of concluded contracts for the import of military equipment was the entry into the top ten countries that were not previously major importers of weapons. In particular, these are Finland (2nd place in 2022 and 9th place in 2019-2022), Switzerland (5th place in 2022 and 20th place in 2019-2022), Greece (6th place in 2022 and 12th place in 2019-2022), Israel (8th place in 2022 and 16th place in 2019-2022) and Australia (9th place in 2022 and 14th place in 2019-2022).
According to the CAMTO, the presence of such countries as Finland, Switzerland and Greece in the top ten is episodic.
The third feature of 2022 in terms of concluded contracts for the import of VIVT was the shift of leaders in terms of orders for the import of weapons towards Western Europe. There are 5 countries from this region in the 2022 ranking: Poland (1st place, in 2019-2022 – 2nd place), Finland (2nd place, in 2019-2022 – 9th place), Germany (3rd place, in 2019-2022 – 4th place), Switzerland (5th place, in 2019-2022 – 20th place) and Greece (6th place, in 2019-2022 – 12th place). The shift in focus to Western Europe in 2022 in terms of concluded contracts for the import of VIVT is largely connected with Russia's special military operation in Ukraine and hysteria about this in NATO countries.
The fourth feature of 2022 in terms of concluded contracts for the import of military equipment was the very "modest" positions of the countries of the Middle East and the Asian region, which are the largest importers of weapons. In particular, this applies to India (23rd place in 2022, in 2019-2022 – 3rd place). Among the countries of the Middle East region, the top ten by the end of 2022 includes only the UAE (7th place, in 2019-2022 – 1st place) and Israel (8th place, in 2019-2022 – 16th place).
According to the results of 2022, the other largest Middle Eastern arms importers occupy even more modest places: Egypt (13th place), Saudi Arabia (27th place), Qatar (66th place), and Kuwait is not present in the rating at all both in 2022 and in the period 2019-2022 (that is, large supplies of VIVT are currently being implemented Kuwait are carried out under contracts that were concluded earlier than the reporting period).
Saudi Arabia also steadily reduced the volume of orders for new weapons during the reporting period and by the end of 2019-2022 dropped to 45th place. Qatar dropped to 39th place in 2019-2022.
In general, this suggests that the Middle East has entered a period of saturation of the region's countries with weapons and major contracts are unlikely to be concluded in the coming years.
The initiative to conclude new contracts is being transferred to the countries of the Asian region and Western Europe.
The share of the top ten countries in the total balance of world contracts concluded for the import of PVN by the end of 2022 amounted to $ 74.451 billion, or 75.13%.
In general, over the 4-year period (2019-2022), the share of the top ten countries amounted to $183.834 billion (53.82% of the global volume of arms import contracts concluded).
At the same time, it is not correct to talk about the trend of increasing (by the end of 2022) the share of the value volumes of concluded contracts in the leading group, since the composition of the 10 largest PVN customers for 2022 and the four-year period as a whole (2019-2022) is different.
In particular, for the period 2019-2022, the top ten largest arms customers are as follows: the UAE – $ 29.917 billion (1st place), Poland – $26.943 billion (2nd place), India – $24.103 billion (3rd place), Germany – $ 17.536 billion (4th place), Indonesia – $17.420 billion (5th place), Japan – $16.485 billion (6th place), Egypt – $15.087 billion (7th place), Taiwan – $13.783 billion (8th place), Finland – $13.557 billion (9th place) and the United States – $9.002 billion. (10th place).
The second ten importing countries by the end of 2022 in terms of contractual agreements for the import of weapons is as follows: Ukraine ($2.423 billion, this amount includes only commercial contracts. The volume of military aid to Ukraine in 2022 is ten times more, but military aid is not an arms trade, so this calculation does not take into account), Slovakia ($1.817 billion), Egypt ($1.808 billion), the Philippines ($1.646 billion), the Netherlands ($1.320 billion), Bulgaria ($1.296 billion), Jordan ($1.285 billion), Turkey ($1.250 billion), Algeria ($620 million) and Norway ($613.6 million).
In general, according to the results of the last four years, the second ten countries in terms of the value of arms import agreements concluded include the following countries: Canada ($8.857 billion, 11th place), Greece ($8.850 billion, 12th place), Great Britain ($8.590 billion, 13th place), Australia ($6.714 billion 14th place), Morocco (6.710 billion dollars, 15th place), Israel (6.584 billion dollars, 16th place), Algeria (6.533 billion dollars, 17th place), the Netherlands (5.816 billion dollars, 18th place), Ukraine (5.804 billion dollars) and Switzerland (5,508 billion dollars, 20th place).
