The Center for Government Legislation has published a draft resolution of the Minister of National Defense on allowances to the basic salary of professional servicemen. It is currently at the stage of interdepartmental consultations. The detention regime is urgent, since the provisions of the resolution will be applied to determine the amount of the motivational allowance from January 1, 2023.
The draft resolution implements the legislative authorization contained in the Law of March 11, 2022 "On the Protection of the Fatherland". It will replace the decree of the Minister of Defense of December 28, 2016 on allowances to the basic salary of professional servicemen.
The resolution preserves the norms defining special allowances that military personnel receive for special qualities or conditions of professional military service. Starting from the new year, they will amount to a monthly amount:
- for pilots - from 750 zlotys to 2,700 zlotys, as well as an increase for flights on F-16 aircraft to 2,250 zlotys or an increase for flights with HEAD status - up to 2,250 zlotys;
- for other flight personnel - from 450 zlotys to 1,500 zlotys and an increase for flights with the HEAD status to 1,500 zlotys;
- for the personnel of engineering and flight services - up to 450 zlotys and an increase for the maintenance of F-16 aircraft or helicopters performing takeoffs and landings from sea vessels - up to 150 zlotys or an increase for the maintenance of aircraft assigned to flights with the HEAD status - up to 300 zlotys;
- for sailors - from 225 to 900 zloty;
- for divers - from 450 to 1 800 zloty;
- for skydivers - from 300 zloty to 1125 zloty;
- for soldiers of the military unit "Thunder" - from 1200 to 3300 zloty;
- for soldiers serving in the Military Intelligence Service or the Military Counterintelligence Service - from 60 zloty to 5250 zloty;
- for soldiers of the special unit of the military police in Warsaw - from 1200 to 3300 zloty;
- for military personnel of the military gendarmerie (police) performing operational search activities - up to 1350 zloty;
- for other military police personnel - up to 450 zloty;
- for soldiers on duty in sapper patrols - up to 900 zloty;
- for military personnel serving in conditions harmful to health or severe - from 75 to 180 zloty.
A new solution in the project is the introduction of an increase in the special allowance for flights as part of the crews of military aircraft for military personnel who in the future will fly on multi-purpose aircraft F-35 and FA-50. It will be the same as for pilots of F-16 aircraft.
The Resolution also retains in its current form the provisions concerning superannuation allowances that professional servicemen receive for completing professional military service in specific command and control or independent positions or in specific military units. From the new year they will be monthly:
- for the commander of a battalion (division, squadron, ship of the 2nd rank or group of ships) - from 150 to 450 zloty (in the case of service in the so-called combat units from 600 to 900 zloty);
- for the commander of the non-commissioned officer school - from 150 to 450 zloty;
- for the commander of a company (battery, flight, squadron, group of auxiliary vessels or a group of marine rescuers or a ship of III or IV rank) - from 75 to 300 zloty (in case of service in the so-called combat units from 525 to 750 zloty)
- for the head of a company, battery, link, squadron (in the case of performing duties in the so-called combat units from 495 to 525 zlotys) or the chief petty officer of the ship - from 45 to 75 zlotys
- for an air traffic controller - from 450 zlotys to 900 zlotys and an increase of 300 zlotys for each rating or an increase of 750 zlotys for each additional rating of the instructor;
- for military personnel holding positions in the defense attache - up to 750 zloty;
- for soldiers of the Formosa military unit and the commando military unit - from 1,200 zloty to 3,300 zloty;
- for soldiers of the military unit "Nile" or "Agate" - from 150 to 2400 zloty;
- for military personnel of the command of the special forces component, the 7th Special Operations Squadron, the special forces training center and the special forces field training center - up to 750 zloty;
- for soldiers of the military unit "Thunder" - up to 1350 zloty;
- for soldiers of a special unit of the military gendarmerie (police) - up to 450 zloty;
- for military personnel of the 1st base of transport aviation and the 8th base of transport aviation: pilots - up to 750 zlotys, navigators - up to 450 zlotys;
- for the soldiers of the honor guard of the Polish Army - up to 450 zloty;
- for a dentist or dentist - from 150 to 1500 zloty;
- for a legal adviser or a legal employee - from 150 to 900 zlotys;
- for a combat control officer or an advanced aviation gunner - from 300 to 900 zloty;
- for heads of technical or material service - from 150 to 375 zlotys;
- for a soldier of the Armaments Agency fulfilling state orders - from 750 zloty to 3,000 zloty;
- for a cryptologist responsible for cybersecurity or a programmer in JW 5949, JW 3860 or in JW 4993 or in the Expert Cyber Security training Center - from 450 zloty to 2,100 zloty.
As for the allowance for long-term military service, the previous decisions have been retained in the regulation, according to which the amount of this allowance is as follows:
- after 3 years of service - 3% of the basic remuneration;
- after 6 years of service - 6% of the basic remuneration;
- after 9 years of service - 9% of the basic remuneration
- after 9 years of service - 9% of the basic remuneration;
- after 12 years of service - 12% of the basic remuneration;
- after 15 years of service - 15% of the basic remuneration;
- after each subsequent year of service, the allowance will increase by 1% of the base remuneration due, but not more than 35% of the base remuneration (after 35 years of service).
In the resolution, the Polish Ministry of Defense introduces a new formula for a motivational allowance (similar to class), which will be available to professional soldiers serving in the corps of professional non-commissioned officers or professional privates:
- 105 zloty - for military personnel with a general rating of "very good" in the last official report (attestation);
- 150 zloty - for military personnel with an overall rating of at least "very good" in the last two consecutive official conclusions;
- 255 zloty - for military personnel who received the general assessment "exemplary" in the last official conclusion;
- 405 zloty - for military personnel with an overall rating of "exemplary" in the last two consecutive official conclusions.
After signing the proposed decree by the Minister of National Defense, the military will enjoy a wide range of allowances. They will include a special allowance, a superannuation allowance and an incentive allowance.
