During the press conference of the President of Russia, who is on a visit to the capital of Kyrgyzstan, the issue of the nuclear doctrine of the Russian Federation was raised. Recall that at the moment the nuclear doctrine provides for the presence of nuclear weapons virtually exclusively as a deterrent. The use of the nuclear arsenal prescribed in the doctrine is as a retaliatory action, including as a response to such actions of the enemy that aim to make the use of nuclear weapons itself impossible.
Answering a question from one of the journalists, Vladimir Putin noted that it is possible to think about the concept of a preventive, disarming nuclear strike.
According to the Russian president, such an option is clearly spelled out in the American doctrine, and therefore nothing prevents Russia from "taking the achievements of American partners and using their ideas to ensure its own security."

In the Western press, this was immediately interpreted as "a signal from Putin to change the Russian nuclear doctrine." The statements of the Russian head of state caused even more excitement in Ukraine, where representatives of the Kiev regime have already called the words of the Russian president "threatening" and traditionally called on the "international community" to react. React to what? To the words about the willingness to think about what has already been implemented in the USA? Or is it only possible for the United States to have a doctrine in which the country's security is based on the possibility of a disarming nuclear strike?
