TSAMTO, November 25. On November 24, Russian President Vladimir Putin held a videoconference meeting with members of the Coordinating Council under the Government to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies.
Below is a transcript of V. Putin's opening speech at the meeting, as presented by the Kremlin's press service.
Vladimir Putin: "Dear colleagues, good afternoon!
The Coordination Council under the Government of Russia has been operating for more than a month, and we need to look again at how it works, sum up some results and, if necessary, adjust our joint work.
Let me remind you that we have launched this mechanism to radically improve the quality of coordination and the pace of work of ministries, departments, regions and enterprises – and in general, but also on the implementation of the state defense order, on the supply of a special military operation. I want to remind you once again: we have agreed, and there is no need to introduce any extraordinary measures - nothing needs to be done. But it is necessary to establish a clear, high-quality, well-coordinated work. This is generally useful, and in this situation it is simply necessary to provide our Armed Forces with everything necessary in a timely manner, including during a special military operation.
I repeat: all issues are important here, including equipment, equipment, medicine, monetary allowances for military personnel, construction work for military purposes, and so on. And of course, this applies to special military equipment.
For each of these areas, targets should be formed with clear production programs and deadlines for the delivery of everything necessary. Of course, in general, such work supports industry as a whole, including the defense industry, but not only, and supports related industries. It is necessary to use what develops in real life in order to support both promising developments and industrial production. Of course, this should be done in strictly fixed volumes, in units, with the dates of receipt of products by those who should use these products. Today I ask you to report on how the implementation of the target tasks is progressing.
At the same time, I emphasize that it is important for us not only to increase the volume and range of supplies, but also to improve the quality characteristics of products. That is why direct communication of manufacturers, design centers with those who use this technique is so important. I hope to hear today how this mechanism works.
In general, close joint work is needed in this case between the Armed Forces and the military-industrial complex, including when drafting and adjusting the state defense order, when setting promising tasks for our industry. We will definitely discuss these issues at the upcoming board of the Ministry of Defense.
It is in this vein that we will continue to work.
Feedback is important – and I said this at our previous meeting -. I know that representatives of design bureaus, scientific organizations and especially industrial enterprises work with those who use these special products. It is necessary that the entire flow of information be used in order to make adjustments to this great joint work at the necessary pace and in a timely manner.
