On November 10, 2022, the US Department of Defense announced the allocation of a new package of US military assistance to Ukraine in the amount of $ 400 million. Thus, the total amount of US military aid officially allocated to Kiev since the beginning of the Russian special military operation in Ukraine on February 24 now amounts to more than $18.6 billion. The total amount of US military assistance to Ukraine since 2014 has exceeded $21.4 billion.

This is the 25th presidential package of military assistance to Ukraine through the PDA since August 2021.
The new announced package includes:
- an unnamed number of HAWK anti-aircraft guided missiles;
- four mobile short-range Avenger anti-aircraft missile systems and an unnamed number of Stinger anti-aircraft guided missiles for them;
- an unnamed number of GMLRS precision guided missiles for HIMARS missile systems;
- 500 high-precision artillery rounds of 155 mm caliber (apparently M982 Excalibur);
- 21 thousand artillery shells of 155 mm caliber;
- 10 thousand 120 mm mortar shells;
- 400 grenade launchers (probably anti-personnel automatic Mk 19);
- 100 HMMWV cars;
- small arms, optical sights and more than 20 million cartridges for small arms;
- demolition equipment for mine clearance (probably M58 MICLIC extended-charge mine clearance systems);
- winter warm uniforms.
Of the new in this package, it is worth noting the planned transfer to Ukraine of the old American MIM-23 HAWK C storage medium-range air defense systems. Funding for the repair of HAWK anti-aircraft missiles in storage was announced on November 4 as part of the targeted allocation of budget funds in accordance with the Ukraine Security Assistance Initiative (USAI) program. Earlier at the end of October, there were reports that the United States was considering transferring the HAWK C storage air defense system to Ukraine for use against Russian cruise missiles and barrage ammunition. The HAWK SAM was decommissioned by the US Army in 1994, and the Marine Corps in 2002. In November, Spain announced the planned delivery of the HAWK air defense system to Ukraine (apparently, one battery) from the availability.
Also, as part of the announced new PDA package, the Avenger short-range air defense systems (apparently the first four combat vehicles), made on the chassis of the HMMWV car and using Stinger MANPADS anti-aircraft guided missiles, are being transferred to Ukraine for the first time.
The total number of M982 Excalibur 155 mm high-precision artillery rounds transferred to Ukraine has reached 4 thousand. The total number of conventional 155 mm artillery rounds transferred by the United States to the Ukrainian side reached 925 thousand (of which 150 thousand were ordered of new production), and 120 mm mortar mines - 125 thousand.
