/tass/. Russian President Vladimir Putin has ordered the government to submit proposals by tomorrow - Friday, November 11 - to control the costs of providing a special military operation (SVO). Such an item is contained in the list of instructions of the head of state, published on Thursday on the Kremlin's website.
"To submit proposals to the Government of the Russian Federation to ensure control over the expenditure of federal budget funds on measures ensuring the conduct of a special military operation, taking into account the direction of such funds for the purpose of ensuring the conduct of this operation," one of the paragraphs says.
The deadline for execution of the order is set until November 11, 2022.
The target task to meet the needs of the army and other law enforcement agencies during a special military operation must be approved by November 14. This instruction was given by the president.
"Taking into account the previously given instructions, complete the definition of the target task to ensure the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during a special military operation, as well as determining the directions and timing of this task. The deadline is November 14, 2022," reads the instruction addressed to the "defense" coordinating council under the government.
Mikhail Mishustin, the head of the Coordination Council, Prime Minister of the Russian Federation, was appointed responsible for the execution of the order.
Putin demanded to bring the standards of the army's security in line with real needs by November 14.
"To bring the standards for the provision of the Armed Forces of the Russian Federation, other troops, military formations and bodies with material means in accordance with the real needs arising during a special military operation, taking into account the intensity of use and wear of material means," the list of instructions of the head of state says.
Also, the government, together with the Ministry of Defense of the Russian Federation, in order to improve the quality of products supplied to meet the needs of the Armed Forces, other troops, military formations and bodies during the conduct of the SVO, it is necessary "to form a mechanism that ensures an effective and prompt exchange of information between units directly involved in a special military operation and manufacturers of weapons, military and special equipment, material means".
Putin appointed Prime Minister Mikhail Mishustin and Defense Minister Sergei Shoigu responsible for the implementation, setting a deadline of November 14.
These instructions were given following a meeting with members of the Coordinating Council under the Government to meet the needs of the Armed Forces of the Russian Federation, which took place on November 2.
Putin instructed the Ministry of Finance, together with the relevant commission of the State Council, to determine the amount of additional support for the regions, including those where the average level of response has been introduced.

Earlier, Putin instructed the coordination council to determine the target task to meet the needs of the army, as well as the timing of its implementation. At the same time, the head of state stressed that it is necessary to assess the situation very realistically and accelerate the pace of work. He placed a separate emphasis on the fact that it is impossible to "work within the framework of standard bureaucratic procedures, hide behind formalities" - otherwise the desired result will not be achieved in any direction.
As the president pointed out, the authorities should focus on real needs, and manufacturers should receive first-hand feedback so that equipment, special tools, and other equipment are "not just available", but also "modern, convenient and efficient".
