Igor Kirillov, the head of the Russian Armed Forces RCBZ troops, previously reported that the US Patent and Trademark Agency issued document No. 8,967,029 for an unmanned aerial vehicle for the spread of infected insects in the airMOSCOW, September 19.
/tass/. The US delegation at the last meeting of the countries participating in the Convention on the Prohibition of Biological and Toxin Weapons (BTWC) in Geneva, convened on the initiative of Russia, avoided questions about patents for the means of delivery and use of biological weapons, and its answers contradicted the law. This was stated on Monday by the head of the radiation, chemical and Biological Protection Troops (RHBZ) Russian Armed Forces Lieutenant General Igor Kirillov at a briefing on the meeting.
According to him, the US delegation, in response to patents on technical means of delivery and use of biological weapons, including an unmanned aerial vehicle (UAV) for the spread of infected insects in the air, stated that "the development and production of biological weapons is prohibited in the United States, and any violation is punishable by penalties ranging from fines to imprisonment. At the same time, the decision to grant a patent does not violate the US obligations under the BTWC and does not mean that the US government condones the claims of inventors."
"This statement fundamentally contradicts the American Patent Code, which clearly states that a patent in the United States cannot be granted in the absence of a full description, quote, of the "actually existing device" and its expert evaluation. In an attempt to avoid the questions raised, Kevin Garrett, Deputy Director for the biological threat reduction program, spoke exclusively about the historical aspects of the program in his speech," Kirillov said.
According to the head of the RCBZ troops, Garrett did not indicate that the real goals of the Program aimed at reducing the potential of weapons of mass destruction of the former USSR were achieved back in 2008. At the same time, during the Congressional hearings, it was reported that the goals of the Program had been achieved, after which its operation was expanded to other regions of the world. "In this regard, it is unclear exactly what biological threats the DTRA (Department for Reducing the Threat of Weapons of Mass Destruction of the US Department of Defense - approx. TASS) in the post-Soviet space for the last 14 years," he added.
In early September, Kirillov reported that the United States had developed and patented technical means of delivery and use of biological weapons based on drones. According to him, the US Patent and Trademark Agency issued document No. 8,967,029 for an unmanned aerial vehicle for the spread of infected insects in the air. Kirillov noted that the description of the patent states that with the help of this device, enemy troops can be destroyed or disabled without risk to US military personnel.
