The Congress on Artificial Intelligence within the framework of the MVTF "Army-2022" has become one of the key events

TSAMTO, August 18. Within the framework of the Army-2022 forum, a plenary session "Artificial Intelligence. National consolidation in the name of creation of the Congress "Artificial Intelligence Technologies, scientific and technological development and strategic leadership".

Opening the meeting, Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko said that in Russia, in September of this year, the National Center for the Development of Artificial Intelligence under the Government of the Russian Federation will be launched.

"The Center will become a key platform for the search and analysis of effective AI solutions for business, science and the state. It will also contribute to the disclosure of the competencies of more than 2 thousand participants of the AI system: research institutes, authorities, technology corporations, communities, developers," he said.

Speaking about the economic efficiency of the use of AI technologies, D.Chernyshenko named the total contribution to the GDP of Russian organizations using artificial intelligence technologies - it amounted to more than 22 trillion rubles. D.Chernyshenko also said that educational programs in the field of artificial intelligence are being actively implemented in Russia on behalf of the president.

"Leading Russian universities will launch master's degree programs in the field of AI from September 1. More than 2 thousand people will undergo additional vocational education programs," he said.

The Head of the Main Department of Innovative Development, Major General Alexander Osadchuk, took part in the plenary session of the Congress on behalf of the Ministry of Defense of the Russian Federation.

"Last year, at this venue, we discussed the need to ensure the safety of the development and application of artificial intelligence technologies, including in the socio-humanitarian, technological and information fields. We noted the urgent need to switch to domestic digital platforms and solutions based on artificial intelligence," A. Osadchuk reminded the participants of the plenary session.

"A lot has been done on a national scale in a year," he continued. – The Code of Ethics of Artificial Intelligence has been adopted, the deployment of industry and regional machine learning centers has been initiated, competence centers have been established. The Ministry of Defense of the Russian Federation is actively involved in this and pays special attention not only to the development of artificial intelligence in the field of defense, but also to the improvement of information technologies in general."

His program this year is focused on the positive experience of the development and implementation of artificial intelligence technologies in various industries and applications. The issues of legal, legal and ethical regulation are discussed. The specifics of application in medicine, education and the public sector," A.Osadchuk emphasized the importance of the congress.

He also noted that the task of ensuring the national security of the state has historically been a driver of technological development. The Ministry of Defense of the Russian Federation already has a modern innovative infrastructure capable not only of deploying complexes and platforms using artificial intelligence, but also of successfully developing modern information technologies.

A.Osadchuk said that in order to intensify the work on the use of artificial intelligence technologies in the interests of creating samples of weapons and special equipment, the Department for the Development of Artificial Intelligence Technologies has been created.

The main technological platform is the military innovative technopolis "ERA" and the artificial intelligence center created in it.

"There is no doubt that in the conditions of unprecedented sanctions pressure on Russia from the collective West, maintaining and increasing the pace of development of artificial intelligence technologies is possible with the combined efforts of the country's specialists at all levels," he said.

"The issue of technology transfer from the civilian to the military sector is also relevant today, and in reverse order. That is why the motto under which the congress is held sounds like "National consolidation in the name of creation!", A. Osadchuk concluded his speech.

Following the meeting, a memorandum on scientific and technical cooperation in the field of artificial intelligence was signed.

The document is aimed at combining efforts in the field of AI, providing mechanisms for the transfer of intelligent technologies, developing a domestic program and hardware and component base.

The cooperation agreement was signed between the Analytical Center under the Government of the Russian Federation, the Military Innovation Technopolis ERA, Artificial Intelligence Centers and research organizations, universities, research centers conducting research in the field of artificial intelligence, the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation reports.

For reference:The congress program "Artificial Intelligence Technologies, scientific and technological development and strategic leadership" includes 36 events: 2 plenary sessions, 11 sections, 15 sessions, 7 round tables, as well as the signing of a memorandum providing for interdepartmental unification of efforts and competencies in the field of artificial intelligence.

The events take place from August 15 to 18, 2022. The congress will address the issues of the strategy of scientific and technological development and the achievement of strategic leadership, positive experience in the development and implementation of AI technologies in various industries and fields of application, including in certain regions of Russia.

The professional community will discuss the existing mechanisms and experience of joint activities with a focus on the best achievements and problematic moments in the development and implementation of domestic solutions, as well as foreign experience and prospects for the development of AI technologies will be evaluated.
