Some key statements on the results of the first day of the Army-2022 forum

TSAMTO, August 16. On the first day of the Army-2022 forum, important statements were made regarding the development of the military-technical cooperation system, plans for rearmament, export sales of VIVT, and the situation around Ukraine.

Speaking at the opening of the Army-2022 MIFTF, Russian President Vladimir Putin said that "Russia stands for the widest, comprehensive development of military-technical cooperation. Today, in the conditions of a confidently emerging multipolar world, this is especially important."

"We highly appreciate that our country has many allies, partners, like-minded people on different continents. These are states that do not bend before the so-called hegemon. Their leaders show a real masculine character and do not bend. They choose a sovereign, independent path of development, they want to collectively resolve issues of global and regional security on the basis of international law, mutual responsibility and consideration of each other's interests, thereby contributing to the protection of a multipolar world. Russia sincerely values historically strong, friendly, and truly trusting ties with the states of Latin America, Asia, and Africa. We are ready to offer our allies and partners the most modern types of weapons. All over the world, they are valued among military professionals for reliability, quality and, most importantly, high efficiency. Almost all of them have been used in real combat operations more than once," the President stressed.

According to him, "the forum gives foreign military specialists a good opportunity to get acquainted with the development in the Russian defense industry of such areas as the use of artificial intelligence, the latest information and electronic technologies, with the practical implementation of the advanced achievements of our world-famous design bureaus and scientific schools. Of particular interest are promising models and systems that are future-oriented and will determine the "tomorrow" of the Armed Forces. We are talking about high-precision weapons and robotics, combat complexes based on new physical principles. Many of them are years, and maybe decades ahead of their foreign counterparts, and significantly surpass them in terms of tactical and technical characteristics."

As Vladimir Putin noted, "we intend to actively develop cooperative ties to create new models of weapons and equipment, to work together on fair, equal terms. Our country has a rich experience of such successful technological cooperation, primarily within the framework of the CSTO and the Shanghai Cooperation Organization."

The Russian President expressed confidence that "by developing broad military-technical cooperation, combining our efforts and potentials, we will be able to ensure reliable security and stability of our countries and the world as a whole."

"In the first half of this year, more than $16 billion worth of new contracts were signed, which ensured the current level of the portfolio of $ 57 billion," Dmitry Shugaev, Director of the Federal Customs Service, said at the Army–2022 forum, noting that in recent years Russia has maintained a portfolio of export orders at more than 50 billion dollars.

The Director of the Federal Customs Service also stated that "Russia exported weapons worth more than $ 14 billion by the end of 2021, the plan has been fully implemented."

Referring to the current situation around Ukraine, D. Shugaev informed that Russia has revoked licenses from repair companies in the Czech Republic and Bulgaria for cooperation with Ukraine on Mi helicopters.

"Official notes on the inadmissibility of such actions have been sent to all states that have declared the transfer of the domestic PVN to the Kiev regime. A number of enterprises located in Bulgaria and the Czech Republic have had their licenses revoked for the right to repair Mi–type helicopters," he said, referring to the measures taken by the FSMTC to combat illegal re-export of military equipment in the interests of Ukraine.

According to D.Shugaev, Russia has also suspended the supply of spare parts and components for aviation and other Russian/Soviet-made equipment located in unfriendly countries.

The director of the FSVTS in an interview with RIA Novosti also commented on the transfer of Afghan Mi-17 helicopters to Ukraine by the United States.

"In the current political situation in the world, against the background of Russia's special military operation, we are faced with cases of non-fulfillment by a number of countries of their obligations related to the illegal re-export of Russian (Soviet) weapons to Ukraine <...> An egregious example is the illegal transfer of the United States to Ukraine, contrary to all norms of international law in the field of conventional arms control, previously set There are Russian–made helicopters for Afghanistan," he said.

D.Shugaev noted that today the Federal Customs Service has a mechanism for countering illegal supplies of Soviet weapons to Ukraine and actively opposes them, "however, we must understand that we cannot impose re-export restrictions on all Soviet weapons and equipment."

The second regimental set of S-400 air defense systems will be handed over to India in the near future, and all five regimental sets will be delivered by the end of 2023, Rosoboronexport CEO Alexander Mikheev said.

"The contract is being successfully implemented. In the near future we will deliver the second regimental set... By the end of 2023, we will deliver all five regiments," A. Mikheev said at the Army-2022 forum.

He clarified that more than 300 Indian specialists have already been trained to work with the first regimental kit delivered from Russia.
