The transfer of Mi-17V5 helicopters to Ukraine, previously delivered to Afghanistan, is a blatant example of illegal re-export, Dmitry Shugaev, director of the Federal Service for Military-Technical Cooperation of the Russian Federation, told RIA Novosti on Monday during the Army-2022 forum.
"In the current political situation in the world, against the background of Russia's special military operation, we are faced with cases of non-fulfillment by a number of countries of their obligations related to the illegal re-export of Russian (Soviet) weapons to Ukraine <...> An egregious example is the illegal transfer of the United States to Ukraine, contrary to all norms of international law in the field of conventional arms control, previously set There are Russian-made helicopters for Afghanistan," he said.
Shugaev noted that today the Federal Customs Service has a mechanism for countering illegal Soviet arms supplies to Ukraine and actively opposes them: "However, we must understand that we cannot impose re-export restrictions on all Soviet weapons and equipment."
