The President of the Russian Federation signed Law No. 253-FZ dated 14.07.2022 "On the Military Innovative Technopolis Era"; the document was published on the official portal of legal information on Thursday and will enter into force 90 days later.
Recall that the presidential decree on the creation of the technopolis "Era" was signed in June 2018. To date, hundreds of experts from leading scientific and educational organizations, defense industry enterprises, universities and research institutes of the Ministry of Defense of Russia have been involved in research work in the field of artificial intelligence technologies in technopolis. More than 500 organizations interact with technopolis, among them 80% are enterprises of the military–industrial complex, 18% are scientific institutions and 2% are non-profit organizations.
The signed federal law regulates the relations arising during the functioning of technopolis Era as a specialized innovation center, research, production and educational complex, uniting scientific organizations, educational organizations of higher education, state corporations, industrial enterprises, organizations of the military-industrial complex and other Russian organizations engaged in scientific and technological activities in the interests of ensuring the defense of the country and the security of the state and a specialized innovation center.
The document defines the goals of creating a technopolis and its tasks, describes the location and territories of the structure, as well as infrastructure and property. The law defines the specifics of concluding contracts, defines the tasks of the Technopolis Council and the scientific expert Council, establishes the principles of financing the Era, etc.
Goals and objectives of technopolis
The goals of creating a technopolis are:
- formation of an effective model for the organization of scientific and technological activities in the interests of national defense and state security;
- creation of an innovative infrastructure that ensures the promotion, support and introduction into production of high-tech military, special and dual-use products, scientific (scientific and technical) results, in respect of which a justification has been obtained for the possibility and expediency of their use.
The objectives of technopolis are:
- search for innovative scientific and technical ideas, advanced design and technological solutions in the field of creation (development) and production of high-tech military, special and dual-use products and bringing these ideas and solutions to the level of scientific (scientific and technical) projects, in respect of which theoretical and (or) experimental justification of the possibility and expediency of practical application (implementation) of the results of intellectual activity created during their implementation in the interests of ensuring the country's defense and state security;
- promotion and support of scientific (scientific and technical) results, in respect of which a justification has been obtained for the possibility and expediency of their introduction into the production of high-tech military, special and dual-use products;
- production of experimental samples, models of products and their elements, samples of weapons, military and special equipment;
- preservation and enhancement of the scientific potential of technopolis participants, organizations of the military-scientific complex of the Armed Forces of the Russian Federation and organizations of the military-industrial complex;
- other tasks, the solution of which is assigned to technopolis in accordance with the legislation of the Russian Federation.
