Putin allowed the Ministry of Emergency Situations and Rosgvardiya to neutralize ammunition

MOSCOW, July 14 - RIA Novosti. Russian President Vladimir Putin has signed a law allowing emergency rescue formations and units of the fire service of the Ministry of Emergency Situations of Russia and engineering and sapper units of the troops of the Russian Guard to give powers to search and neutralize unexploded ordnance. The document is published on the official portal of legal information.

According to the law, rescue military, emergency rescue formations and units of the fire service of the EMERCOM of Russia are authorized to carry out measures to clear the area of explosive objects on the territory of Russia, to carry out special work related to the search and neutralization of aviation bombs and land mines, as well as work with the use of explosive materials and means of detonation.

In addition, as the authors of the initiative noted earlier, along with the Federal Security Service, the FSB and the Ministry of Emergency Situations of Russia, a significant part of the tasks of finding, neutralizing and destroying explosive devices and explosives are performed by servicemen and employees of the Rosgvardiya. Engineering and technical units of the OMON and engineering and sapper units of the National Guard troops carried out daily search, identification, localization, evacuation, neutralization and destruction of explosive objects and explosives on the basis of a joint order of the Ministry of Defense, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB, Rosgvardiya and the FSO of Russia on the appeals of authorized officials of the Ministry of Internal Affairs, the Ministry of Emergency Situations, the FSB and the FSO of Russia.

The developers pointed out that the innovations would not require changes in the structure or the creation of new units of the Ministry of Emergency Situations of Russia and Rosgvardiya and would be implemented within the existing staffing.

Удивляет, что раньше не было полномочий, если подразделения были... Т.е. сапёра готовили, но работать запрещали - нонсенс? Или готовили не для всех типов?
