The State Duma adopted in the first reading amendments to the draft on the provision of the Armed Forces of the Russian Federation during counter-terrorism and other operations outside the country. The deputies considered the draft law on July 5, it follows from the information published in the legislative support system.
The draft proposes to supplement the federal law "On Defense" with a new article.
As specified in the explanatory note, in the conditions of the Armed Forces of the Russian Federation, other troops and bodies of counter-terrorism and other operations outside the territory of Russia, in particular special operations on the territories of the Donetsk and Lugansk People's Republics, "there is a short-term increased need for the repair of weapons and military equipment and the provision of material and technical means."
"It is proposed to grant the Government of the Russian Federation the authority to: make decisions on the introduction of special measures in the field of economics <...>, when introducing special measures, to establish the specifics of the legal regulation of labor relations in individual organizations, their structural divisions and at individual production facilities, including the procedure and conditions for employment outside the established working hours," — it is noted in the note.
Special measures may include: carrying out activities carried out by federal bodies, subjects of the Russian Federation, local self-government bodies; the procedure for their financing and logistical support; temporary deconservation of mobilization capacities and the dismantling of material assets of the state reserve.
"In order to shorten the terms of concluding state contracts and contracts for the state defense order, the draft law provides, if the government decides to introduce special measures in the field of economics, the purchase from a single supplier by certain types of legal entities of products necessary for the implementation of the state defense Order, as well as for the formation of its stock in accordance with the federal law "On the State Defense Order," it is noted in the document.
It provides for a ban for legal entities to refuse to conclude state contracts, if we are talking about services, goods necessary to ensure operations abroad.
The bill was submitted by the Government of the Russian Federation for consideration in the State Duma on June 30.
Earlier, on May 25, the State Duma at a meeting adopted in three readings a bill on the abolition of the upper age limit for Russian citizens and foreigners to conclude the first contract on military service.According to the initiators of the changes, the abolition of the upper age limit will contribute to attracting specialists in popular specialties, primarily related to civil ones, including in the field of medical care, communications and engineering.
