The need to adjust the indicators on the basis of which prices for state-owned products are formed was discussed at a meeting of Deputy Prime Minister Yuri Borisov with relevant ministries, a source in the defense industry said.
MOSCOW, June 28. /tass/. The government plans to develop an index to calculate changes in prices for state defense order (GOZ) products, a source in the military-industrial complex told TASS. According to the interlocutor of TASS, the need to adjust the indicators on the basis of which prices for state-owned products are formed was discussed at a meeting of Deputy Prime Minister Yuri Borisov with relevant ministries, departments and the management of defense industry enterprises last week.
"Following the results of the meeting, the Ministry of Economic Development was instructed to calculate, establish and communicate to ministries and departments a single index that will be used to calculate prices for products under the state defense order in 2022-2025, taking into account the prevailing financial and economic conditions," the TASS interlocutor said, adding that representatives of the Ministry of Defense and the Ministry of Industry and Trade also participated in the meeting.
According to him, at the moment there is no deflator index for the performers of the State Budget, with the help of which it is possible to adjust the growth of prices for final products in the production process. Either a deflator index is borrowed for manufacturers of machine-building products (4.3% in 2022 with the forecast inflation of the Ministry of Economic Development at 17.5%), or the price of the finished product is indexed adjusted for the rise in price of used materials and components (rubber, metal and others).
"The difference between the real inflation for materials and components and the indices brought to the Ministry of Economic Development falls on the shoulders of the executors of the State Budget. The state customer has the right not to accept these costs. In addition, the size of the indices used in determining the remuneration of employees of state-owned enterprises does not always allow them to set a competitive salary, which leads to an outflow of highly qualified engineering and technical specialists from the defense industry," he explained.
The Deputy Prime Minister's office declined to comment.
The State Defense Program is formed on the basis of the State Armament Program (GPV). The volume of the state budget is not disclosed. The current GPA was compiled for the period from 2018 to 2027, 20 trillion rubles were provided for it (according to data for 2018). Earlier, Borisov reported that by the end of 2021, the state Budget was fulfilled by 98%. In early April, Borisov also reported that the new GPV will be aimed at creating qualitatively new and unconventional types of weapons, including directed energy weapons, kinetic weapons, as well as control systems using artificial intelligence and robotic complexes.
