The Ministry of Defense of the Russian Federation calls on all interested parties to consolidate efforts for the development of the AI industry

TSAMTO, May 26. Consolidation of efforts of federal and regional authorities, the scientific and academic community, as well as organizations and enterprises - leaders of the domestic IT industry, will reduce the transition time to domestic platforms and solutions using the capabilities of artificial intelligence (AI) algorithms.

This statement was made by the head of the Main Department of Innovative Development of the Russian Defense Ministry, Major General Alexander Osadchuk, during a meeting at the Analytical Center under the Government of the Russian Federation with representatives of the professional IT community. The reason was the start of preparations for the large-scale and representative Congress "Strategic Leadership and Artificial Intelligence Technologies", which, according to tradition, will be held within the framework of the International Military-Technical Forum "Army-2022". The motto of the Congress is "National consolidation of efforts for the sake of creation."

The participants of the event exchanged views and emphasized the importance of strengthening cooperation in the development of software and hardware platforms, exchange of experience in the field of AI with a focus on domestic solutions, and also stated the urgent need to eliminate inconsistencies in the educational programs of specialized Russian universities. At the same time, it was emphasized that the development of AI competencies in Russia should be centered around the best scientific schools, public and private structures.

As A. Osadchuk noted, new Russian AI solutions and developments should incorporate various software platforms, data sets, libraries, bringing them to a single technological and organizational denominator. Thus, many competitive final software and hardware products will be created on the basis of digital flagships.

"Consolidation of all stakeholders should not be spontaneous and multidirectional. It is necessary to create a set of measures for "soft" state planning, regulation and stimulation of the AI industry in order to unconditionally achieve and consolidate strategic leadership in the field of AI for our country," the representative of the Russian Defense Ministry stressed.

In addition, the agenda of 12 sections and 5 round tables of the upcoming Congress was updated during the event. The problems of urgent measures in the field of development of domestic AI, as well as the experience of developing and implementing AI technologies in various industries and applications, including in certain regions of Russia, will be discussed in detail in August at 35 thematic events of the scientific and business program of the Ministry of Defense of the Russian Federation "Army-2022".

As expected, the result of the work of the Congress participants will be the signing of a Memorandum "On scientific and technical cooperation in the field of AI and the consolidation of joint efforts to accelerate the pace of socio-economic development, improve environmental safety, counter external threats and improve the ethical aspects of the use of AI." In addition, a "Policy framework for consolidating efforts in the development and implementation of AI technologies" will be developed, as well as a list of existing regulatory legal acts requiring amendments and improvements will be determined.

As part of the scientific and business program of the International Military-Technical Forum "Army-2022", the Congress "Strategic Leadership and Artificial Intelligence Technologies" will be held from August 15 to 18, 2022.

At the similar Congress in 2021, the main topic of discussion was the need to ensure the safety of the development and application of AI technologies in all key areas: socio-humanitarian, technological, information. The urgent need to switch to domestic platforms and AI-based solutions was also noted.

Over the past year, the AI Code of Ethics has been adopted, the deployment of six AI research centers has been initiated, and AI competence centers have been established. Work has begun on the creation of elements of domestic software and hardware solutions, according to the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
