In Russia, the long-planned construction of a factory has started, which will produce microprocessors using 28 nm technology. Production is planned to be established in Zelenograd. Whether it will be possible to complete the project against the background of sanctions is an open question.

A new plant is being built in Zelenograd, which will be able to produce microprocessors using 28 nm technology. Authors of the publication zelenograd.ru visited the construction site. There is an information board on it, which says that the creation of the plant should be completed in the IV quarter of 2024.
Recall that the construction of such a factory is prescribed in the strategy for the development of the radio-electronic industry until 2030, which was approved in 2020.
The publication writes that a new microelectronic plant is being built next to Angstrom. "In the southern industrial zone, construction is in full swing — on the site of the demolished two old Angstrom buildings, the production of microelectronic products with a total area of 50 thousand square meters is being built. MIET (Moscow Institute of Electronic Technology; — approx. CNews) plans to place its research and educational infrastructure in the new buildings."
The developer is the International Science and Technology Center (ISTC) MIET, created on the basis of the university in 2020 to form a scientific, educational and experimental production cluster next to the university.
ISTC has previously stated that it plans to acquire a 28-nanometer laboratory research line with an immersion photolithography site of the Dutch company ASML. The publication notes that the university claims that "in the near future and in the medium term, the line will fully satisfy the needs of the existing structure of inter-university cooperation."
It is difficult to say how realistic these plans are in the current situation. After the beginning of the well-known events in Ukraine, many Western technology companies are not ready to work with Russian organizations.
Parallel processor projects
Authors zelenograd.ru It is recalled that simultaneously with the construction of the factory in MIET and in the Zelenograd Nanocenter, state-funded research is being carried out related to the creation of domestic production lines for microcircuits based on a Russian photolithograph with topological standards of 350-130 nm (the project is designed until 2026; 5.7 billion rubles have been allocated for it) and an X-ray lithograph for the production of 28 nm chips (the cost of the project is 670 million rubles.).
The publication notes that the university's strategy provides for the development of national and international scientific and educational cooperation with the world leaders of the microelectronic market - students and graduates need to acquire practical experience that can be used in international business.
Some details about the construction
The above-mentioned information board at the construction site indicates that the project started at the end of 2021, that is, even before the flow of Western sanctions. Publication zelenograd.ru He emphasizes that the above-mentioned deadline for the completion of the construction of the factory buildings (the end of 2024) does not mean that it is planned to launch the equipment at this moment.
The project includes the construction of buildings of different storeys (two to four floors), which will be built on the site between the old building of the Angstrom plant and the new building of the former Angstrom-T plant (in 2021 it became the property of the VEB State Corporation.The Russian Federation and its subsidiary NM-tech).
The general designer of the construction site is the company "ADM special solutions and technologies". Microelectronics is one of the spheres of its activity.
The publication indicates that two two-storey buildings, built in the 1970s, were previously located at the construction site, and by 2021 they were demolished. The company Stroyekoresurs participated in the tender for the demolition work, which was conducted by NM-tech; now it acts as the general contractor of the project.
According to the publication, the entire territory of the Angstrom plant, which is now officially the site of the Technopolis Moscow special economic zone, will undergo reconstruction in the near future. According to the project approved in 2020, the old buildings of Angstrom with a total area of 153 thousand square meters should be demolished.
In their place, new buildings with a total area of over 500 thousand square meters will be erected. The terms of the reconstruction of the facility have not yet been determined.
