TSAMTO, May 4. The need to unite the efforts of leading scientists and organizations in the field of IT technologies became the main task of the thematic session "Artificial Intelligence - a new basis for the security of the critical infrastructure of the state", held as part of the scientific and business program of the Russian High Technology Week.
The event was moderated by the head of the Main Department of Innovative Development of the Russian Defense Ministry, Major General Alexander Osadchuk.
In an open discussion, representatives of the professional community discussed new opportunities and domestic software and hardware solutions to ensure today's unconditional priority – the protection of the critical infrastructure of the state. Also during the event, the participants exchanged views on promising trends in the development of information technologies, telecommunications and artificial intelligence technologies.
"It is important to immediately respond to the dynamics of changes in the IT market under the conditions of sanctions pressure and promptly take appropriate new technological, organizational and legislative decisions," Major General A. Osadchuk outlined one of the main theses during the opening of the thematic session.
One of such solutions was the proposal to increase the pace of unification of IT market participants on a single platform. Today, such a platform for solving complex tasks is the innovation sector of the Russian Ministry of Defense for working with promising technologies and startups in the field of IT – the Military Innovation Technopolis "ERA", on the basis of which representative offices of leading defense industry enterprises and universities of the country are deployed.
During the session, personnel issues were discussed. One of the most significant was the speech of MIPT President Nikolai Kudryavtsev, in which he spoke about approaches to working with young people in his own university. According to him, "we are expanding the environment of talented young people who want to work in this field, and giving them the appropriate competencies. Thus, students spend the second half of their studies (3-6 courses) on their technological work. We strive to connect to developments at the earliest stages of learning, identify and train."
Alexey Mokhnatkin, Deputy General Director of CJSC STC Module, informed about the uneven and unplanned provision of AI in the country, and also noted the importance of concentrating efforts on public and state regulation of artificial intelligence in Russia.
Sergey Nakvasin, Deputy Head of the analytical Center under the Government of the Russian Federation, spoke about the importance of a thoughtful and balanced approach in the implementation of regulatory regulation of the AI sphere. "Currently, together with the Russian Defense Ministry, we are developing a draft memorandum for interdepartmental unification of efforts and competencies in the field of AI, which we plan to sign at the Army-2022 International Military-Technical Forum," said Sergey Nakvasin.
As the participants, guests and organizers of the thematic session noted, the general opinion of the expert community following the results of the event is the need to combine efforts in the field of AI, the importance of the early establishment of state institutions to support AI, providing mechanisms for diversification and transfer of intellectual technologies, the development of domestic software and hardware-component base.
In the final part of the session, emphasis was placed on discussing the possibility of creating a national neural network platform as a set of interrelated organizational, technical and regulatory measures. In the near future, taking into account current developments, the trusted artificial intelligence platform will provide a unified approach to the development and promotion of secure solutions based on intelligent technologies, the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation reports.
