SIPRI significantly overestimated Russia's military spending by the end of 2021

TSAMTO, April 25. According to another SIPRI report, in 2021 Russia ranked fifth in the world in terms of military spending, which amounted to $ 65.9 billion, which is 2.9% more than in 2020.

According to TSAMTO, SIPRI significantly overestimated the data for Russia both by the end of 2021 and for a number of previous years.

According to the draft federal budget of Russia for the upcoming three-year period, which was submitted by the government to the State Duma at the end of September 2020, budget allocations under the section "National Defense" in 2021 were supposed to amount to 3.11 trillion. rubles or $42.22 billion (at the exchange rate as of September 2020). Official data on the actual execution of these budgetary powers have not yet been provided.

At the moment, TSAMTO has not carried out a detailed calculation of military expenditures by the end of 2021, since official data for many countries, including Russia, are received with a long delay. Therefore, the following is an extrapolation of SIPRI data for 2021 with CAMTO data for previous years.

The top ten countries in the world in the CAMTO ranking in terms of defense spending in 2020 and for the period 2013-2020.

According to the TSAMTO, in terms of military spending (in dollar terms) in 2020, Russia dropped to 10th place in the ranking (in 2019 – 7th place) with an indicator of $ 41.178 billion. This is due both to the weakening of the ruble against the dollar, and to Russia's policy of gradually reducing military spending (in ruble equivalent), in any case, this took place before the start of the special operation in Ukraine. At the same time, it should be noted that for the entire period under review (2013-2020), Russia ranks 5th due to a higher position in the rating at the beginning and middle of the period under review.

With a high degree of probability, it can be argued that in 2021 Russia retained its place at the end of the top ten, although TSAMTO has not yet made a calculation for 2021.

SIPRI puts Russia in fifth place in the world in terms of military spending by 2021, which amounted to $65.9 billion. This estimate seems to be clearly overstated.

According to the CAMTO, the absolute leader in military spending in 2020 was the United States with an indicator of 784.952 billion dollars, which is 42.27% of global military spending (1857.007 billion dollars).According to SIPRI, US military spending in 2021 amounted to $ 801 billion, which is 1.4 percent. less than in 2020.

Next in the ranking of the CAMTO countries with the largest military expenditures by the end of 2020 is China (2nd place, $ 193.960 billion).By 2021, SIPRI also gives the second place to China with an indicator of $ 293 billion, which is 4.7 percent more than in 2020according to the Central Committee for China, the indicator for 2021 is too high.

The United Kingdom ranks third in the CAMTO rating by 2020 ($61.925 billion).By 2021, SIPRI gives $68.4 billion to the UK. fourth place.

Germany (4th place, $58.902 billion), France (5th place, $52.727 billion), Japan (6th place, $50.960 billion), Saudi Arabia (7th place, $48.420 billion), South Korea (8th place, 46.236 billion dollars), India (9th place, 45.905 billion dollars; SIPRI by 2021 puts India in third place with the volume of military expenditures in the amount of 76.6 billion dollarsaccording to the Central Committee for India, the indicator for 2021 is too high) and Russia (10th place, $41.178 billion).

In general, for the 8-year period (2013-2020), the top ten countries according to the CAMTO version are as follows: USA (5462.399 billion dollars), China (1218.792 billion dollars), Saudi Arabia (494.895 billion dollars), Great Britain (481.245 billion dollars), Russia (392.370 billion dollars), France ($391.120 billion), Germany ($380.240 billion), Japan ($372.087 billion), India ($322.205 billion) and South Korea ($292.337 billion).

In 2020, the total global military expenditures, according to the CAMTO, amounted to $1.857 trillion. By 2021, SIPRI gives a figure of $2.113 trillion. According to TSAMTO, it is possible to agree with SIPRI that in 2021 there was an increase in military spending in the world, but not so sharp. Presumably, global military spending in 2021 has come close to $2 trillion, without having crossed this threshold yet.

In terms of the ratio of military expenditures to GDP in the top ten countries for the period 2013-2020, the places, according to the CAMTO, were distributed as follows: Saudi Arabia (8.64%), the USA (3.57%), Russia (3.03%), South Korea (2.42%), Great Britain (2.15%), France (1.84%), India (1.69%), Germany (1.27%), China (1.25%), and Japan (0.95%).

In the near future, it is quite difficult to predict the situation with the fluctuation of global military spending. On the one hand, the COVID-19 pandemic has forced many countries to reduce military spending in order to redirect funds to restore national economies. On the other hand, a sharp aggravation of the international situation in several regions of the world at once, and above all in Ukraine, may lead to the fact that without completely overcoming the consequences of the COVID-19 pandemic, many countries, on the contrary, will increase their defense spending, despite the fact that in many of them the economic situation is difficult.
