Starting the work, the Minister of Defense reminded the participants of the meeting about the memorable date in the history of Russia celebrated today - the Day of the adoption of the Crimea, Taman and Kuban into the Russian Empire.
"239 years ago, Catherine II, at the request of Crimean residents suffering from wars, took the peninsula under the protection of the Russian state. A logical continuation of the history of the Russian Crimea was the referendum on March 16, 2014, with an absolute majority of votes, Crimeans supported reunification with Russia, which allowed maintaining stability and peace on the peninsula," said Army General Sergei Shoigu.
The head of the military department said that the Russian Federation remains a reliable guarantor of the security of its citizens, and the events of recent months clearly demonstrate how important it is for Russia to continue improving the Armed Forces.
"The Russian Army fulfills the tasks set by the Supreme Commander-in-Chief during a special military operation. The plan for the liberation of the Donetsk and Luhansk People's Republics is being consistently implemented, measures are being taken to establish peaceful life," the Defense Minister said.
Sergei Shoigu stressed that Russian servicemen participating in the operation show courage and heroism in the performance of military duty.
"The United States and controlled Western countries are doing everything to delay the special military operation as much as possible. The growing volumes of foreign arms supplies clearly demonstrate their intentions to provoke the Kiev regime to fight "to the last Ukrainian," the head of the Russian military department said. "The actions of our troops and the quality of the weapons used once again show the correctness of the priorities defined by the military-political leadership of the country for the construction of the Russian Armed Forces."
Sergei Shoigu also added that the consistent implementation of the Defense Ministry's Action Plan is aimed at further development of the army and navy and providing them with advanced military equipment. In addition, the introduction of new methods of warfare will make it possible to better adapt troops to modern conditions of armed confrontation.
In continuation of the meeting, the Russian Defense Minister proposed to discuss the implementation of the plans of the Southern Military District, the Northern Fleet and the Main Directorate of Communications regarding the implementation of the May decrees of the President of Russia and his instructions following the meetings in Sochi.

This year, 30 organizational events are being held in the Southern Military District, more than 3 thousand units of modern weapons and military equipment are being delivered, construction and commissioning of about 170 military infrastructure facilities is being completed.
The training activities of the military administration bodies and units of the district remain a priority. More than 400 of them have been planned for the current year, and more than 100 have already been carried out since the beginning of the year.
Much attention is paid to health issues and the implementation of social guarantees.
As Sergei Shoigu stressed at a meeting of the Board of the Military Department, the Ministry of Defense of the Russian Federation will continue to provide military personnel of the district and their families with official and permanent housing. For the current year, 758 people have already moved into service apartments, and 849 servicemen have been provided with permanent housing, including under the military mortgage program.
"I believe that the increase in the combat capabilities of the troops, together with the creation of comfortable conditions for military service, greatly contributes to improving the effectiveness of the Armed Forces," the Defense Minister expressed his opinion.

Further on the agenda of the meeting was the issue of the implementation of plans for activities in the Northern Fleet.
The Ministry of Defense, as the head of the military department noted, constantly keeps in view the issues of ensuring military security of the Arctic zone of Russia. The Northern Fleet solves its tasks in the face of a sharp aggravation of the military-political situation in Europe, increased tension and growing threats.
"In 2022, we continue to increase the combat capabilities of the groups of forces - we are actively increasing the combat potential and carrying out rearmament. More than 500 modern weapons will be delivered this year," Army General Sergei Shoigu said.
The implementation of these plans will allow:
- gradually increase the combat strength of the 14th Army Corps, almost 1.5 times;
- to increase the combat potential of the coastal troops compared to the current one, ensuring reliable protection and sovereignty of the country on the northern borders;
- to create a continuous radar field, to increase the capabilities of anti-aircraft missile systems to control the airspace in the Arctic zone of the Russian Federation;
- to expand the presence of ships of the Northern Fleet in various regions of the World Ocean, as well as to ensure the safety of Russia's maritime economic activity.
"During the training on the management of the Armed Forces conducted in February under the leadership of the Supreme Commander-in-Chief, the Northern Fleet confirmed its ability to reliably solve the tasks of using naval nuclear forces," the Defense Minister said.
Modernization of military infrastructure in the Arctic continues. Last year, 117 buildings and structures were built. The commissioning schedule for 2021 has been completed by 108%. In 2022, it is planned to carry out work on 28 objects.
In addition, traditionally an important area of work in the Northern Fleet is scientific and research activities.
"Last year, together with the Russian Geographical Society, the expedition "Remember the War" was organized. I would like to note that such a large-scale search was not carried out either in Soviet times or after. From March to October, 12 ships and vessels of the Northern Fleet were involved in research in the Barents and Kara Seas. As a result, four warships, 12 vessels, two aircraft were found, the location of 20 other ships and vessels, including the Soviet submarines D-3 and K-2, was clarified. From May to September we plan to continue the complex expedition," the head of the military department informed.

The final issue on the agenda of the Board meeting was the progress of the implementation of the plans of activities in the Main Directorate of Communications of the Armed Forces of the Russian Federation.
The Minister of Defense said that the systematic re-equipment and enhancement of the capabilities of the communications troops continues.
Thus, in order to increase the capabilities of the Armed Forces management system, the formation of the 24th separate communications Brigade of the Supreme High Command was completed in 2021.
Over the past five years, more than 20 new communication facilities and complexes have been created, over 110 thousand units of modern communication equipment have been delivered, as a result, their share has increased to 72%.
To maintain the orbital communications constellation, the second upgraded Meridian-M communications satellite was launched in March this year. Its work will ensure stable communication in the Arctic region over an area of more than 3 million square kilometers. Another Meridian-M spacecraft will be launched before the end of this year.
Communications troops successfully perform tasks during operations outside the Russian Federation, new ways of organizing communications have been tested to ensure stable command of troops in difficult geographical and interference conditions.
Army General Sergei Shoigu also stressed that the development of the communication system of the Armed Forces follows the path of using advanced telecommunications technologies, including the introduction of artificial intelligence elements. Their use has already made it possible to reduce the time of bringing target designation to complexes of high-precision long-range weapons, such as "Caliber" and "Dagger" tenfold.
"We will continue to work in this direction in the future," the Defense Minister concluded.
