The Ministry of Defense named the names of officials who were involved in the implementation of military biological programs in Ukraine. They were named at a briefing on Thursday by the Head of the Radiation, Chemical and Biological Protection Forces (RHBZ) Russian Armed Forces Lieutenant General Igor Kirillov.
According to him, the post of executive director of the Ukrainian Scientific and Technological Center (UNTC - this organization was engaged in the development of weapons in Ukraine) is occupied by a US citizen Curtis Belayach. He studied at the California Anderson University of Management, has a Master's degree in International Finance and has been working in Ukraine since 1994. The Chairman of the Board of the UNTC from the European Union is Eddie Arthur Mayer. From the United States, the work of this center is supervised by Phil Dolliff, who holds the position of Deputy Adviser to the Secretary of State for International Security and Nonproliferation programs of weapons of Mass Destruction (WMD) in the State Department.
It is noted that the documents received by the Russian Ministry of Defense confirm the connection of the UNTC with the Pentagon. The slide presented today by the Russian military shows the official recommendation of the US State Department approving the cooperation of the UNTC with the main contractor of the Pentagon - the company Black & Veatch. "The correspondence expresses the readiness of the vice president of this company, Matthew Webber, to work with the center in Ukraine as part of ongoing military biological research. In the period from 2014 to 2022, the UNTC implemented more than 500 research projects in the post-Soviet countries - in Ukraine, Georgia, Moldova and Azerbaijan," said the head of the RCBZ troops.
The Ministry of Defense of the Russian Federation found out that American curators were primarily interested in research that has a dual purpose. "For example, Project 6166 "Development of technologies for modeling, assessing and predicting the impact of conflicts and threats of WMD proliferation"; project 9601 "Transfer of Ukrainian technologies for the production of complex dual-use materials to the European Union". Many of them are aimed at studying potential agents of biological weapons (plague, tularemia) and pathogens of economically significant infections - pathogenic avian influenza, African swine fever," the Russian military department explained.
