TSAMTO, March 25. The Ministry of Defense of the Russian Federation continues to analyze documents revealing the military-biological activities of the Pentagon in Ukraine, Lieutenant General Igor Kirillov, head of the Russian Armed Forces Defense Forces, said at a briefing on March 24.
Below, in the presentation of the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation, the main theses of I. Kirillov's speech on the results of the analysis of documents related to the military biological activities of the United States on the territory of Ukraine are given.
"The Russian Ministry of Defense continues to analyze documents revealing the military-biological activities of the Pentagon in Ukraine.
The incoming materials allow us to trace the scheme of interaction of US government agencies with Ukrainian biological objects. Attention is drawn to the involvement in the financing of these activities of structures close to the current leadership of the United States, in particular the Rosemont Seneca investment fund, which is headed by Hunter Biden. The Fund has significant financial resources in the amount of at least $2.4 billion. At the same time, the foundation has a close relationship with the main contractors of the US military department, including Metabiota, which, along with Black and Veach, is the main supplier of equipment for Pentagon biolabs around the world.
The scale of the program is impressive. In addition to the military department, the US Agency for International Development, the George Soros Foundation, and the Center for Disease Control and Prevention are directly involved in its implementation. Scientific supervision is carried out by leading research organizations, including the Los Alamos National Laboratory, which is developing nuclear weapons as part of the Manhattan Project.
All these activities are carried out under the full control of the Pentagon.
Please note - here is a registration card confirming that exactly 30 Ukrainian laboratories located in 14 localities were involved in full-scale military biological activities in Ukraine.
The document was signed by Deputy Secretary of State of the Cabinet of Ministers of Ukraine Viktor Polishchuk. The legal basis for its signing was an Agreement on cooperation to prevent the spread of technologies, Pathogens and information that can be used to develop biological weapons.
The registration card identifies the customer of the work – the Department of Threat Reduction of the US Department of Defense, as well as a list of biological objects.
As we have previously reported, the amount of funding for the period from 2018 to 2020 alone was about $32 million. The text of the document states that the United States, its personnel and contractors are exempt from the obligation to pay taxes or other similar fees that are levied on the territory of Ukraine.
The Ministry of Defense has disclosed and generalized the scheme of movement of biomaterial. The financing of military biological activities allowed the United States and its allies to export at least 16 thousand biological samples outside Ukraine.
Thus, in accordance with the UP-8 project in Lviv, Kharkiv, Odessa and Kiev, blood samples were taken from 4,000 servicemen for antibodies to hantaviruses, and 400 for the presence of antibodies to the Congo–Crimean fever virus.
Such a large-scale screening of the natural immunity of the population was probably carried out in order to select the biological agents most dangerous for the population of a certain region.
Analysis of the documentation shows that not only tissue samples and human blood serum were exported abroad, but also dangerous pathogens, as well as their carriers. Thus, more than 10 thousand samples were sent to the Lugar Center in Georgia. Among the recipients are also: reference laboratories in the UK, the Leffler Institute in Germany.
All this creates risks for the transfer of sensitive genetic information abroad, as well as threats to biological security not only for Ukraine, but also for those regions where the samples were transferred.
One of the priorities of American customers is the causative agent of anthrax, which is characterized by high damaging ability and resistance in the environment.
The slide presents the documents of the UP-2 project, one of the tasks of which was to identify the burial sites of dead animals, the selection of soil samples from anthrax cattle burial grounds. The interest of American military biologists in the study of insect vectors in the locations of animal burial grounds is also not accidental – apparently, they analyzed the results of the outbreak of anthrax in Yamal in 2016, during which cases of transmissible transmission of the disease through flies and horseflies were recorded.
Given that the epidemic situation with anthrax in Ukraine remains safe, the question arises about the need for research conducted by the Pentagon and their true goals.
We know examples when the work of the American military department with the causative agent of anthrax ended in biosecurity emergencies.
In the period from 2005 to 2015, viable anthrax spores were sent from the Dugway proving ground of the US Army, which were sent to 194 recipients in ten countries around the world.
The current situation with the distribution of pathogenic biomaterials from Ukraine to European countries may lead to the death of people and the creation of a hotbed of epidemiological instability, the scale of which will be comparable to the COVID-19 pandemic.
We continue to publish information about conducting research with the participation of Ukrainian servicemen. I would like to note that such work is prohibited on the territory of the United States and is carried out by the military department outside its borders.
Earlier it was mentioned about the research within the UP-8 project, which involved more than four thousand people. According to the data published in the Bulgarian media, about 20 Ukrainian soldiers died during the experiments in the Kharkiv laboratory alone, and 200 more were hospitalized.
The documents received confirm an attempt to test previously untested medicines on them. We are talking about the screening system of Deep Drug pharmaceuticals that have not passed the licensing procedure in the USA and Canada.
The special cynicism of the American sponsors lies in the fact that the developer – the company Scymount - offered to purchase the specified system on a commercial basis, despite the fact that employees of the Ministry of Defense of Ukraine were attracted as volunteers.
Such unacceptable approaches with the tacit consent of the American administration are the norm for large pharmaceutical companies. Thus, in 2010, the Indonesian authorities stopped the activities of the US Navy Medical Center in Jakarta due to numerous violations.
The Americans carried out work at this facility outside the framework of the agreed research program, carried out biological sampling and refused to inform the Indonesian government about the results achieved. The materials they received were used in the interests of the Gilead pharmaceutical company affiliated with the Pentagon, which is testing its drugs, including on the territory of Ukraine and Georgia.
According to the Chinese Foreign Ministry, 336 laboratories in 30 countries outside national jurisdiction are under US control.
We believe that in the context of the incoming information, it is necessary to seek clarification from Washington regarding the true goals of the activities of American biological laboratories in the framework of an international investigation."
