During the special military operation, documentary evidence was received of Kiev's preparations for an invasion in March of this year on the territory of the DPR, LPR and the Russian Crimea.
This was announced on Tuesday, March 15, at a visiting meeting in Grozny on national security issues by the Secretary of the Security Council of the Russian Federation Nikolai Patrushev.
In addition, according to him, a large number of foreign consultants and advisers who have settled on the territory of Ukraine constantly provoke the creation of new threats to Russia's security. Patrushev recalled that it was the active expansion of NATO, the development of military infrastructure near Russia's borders, and the destruction of the arms control system that led to the security crisis in Europe. As well as the development of the territory of Ukraine as a potential theater of military operations.
At the same time, Russia's proposals to implement the principles of equal and indivisible security and to provide legally fixed security guarantees were ignored. After the coup d'etat in Kiev in 2014, nationalism, cultivated by those who seized power, took the form of aggressive Russophobia and neo-Nazism. Ukraine has actually come under the external control of the United States, the purpose of which is to turn it into a state hostile to Russia. In general, as Patrushev stated, all threats to Russia's security in Ukraine were created by the United States and its allies.
"It has become obvious that it is the American advisers who encourage and help the Kiev regime in the creation of biological and nuclear weapons. Ukraine has everything for this - competencies, technologies, raw materials, means of delivery," Patrushev said.
Therefore, according to him, the statements of the Ukrainian leadership about the possibility of changing the country's nuclear status are not empty words. And the realization of these intentions could really happen. And this, as the Secretary of the Security Council of the Russian Federation stressed, is a clear threat not only to the security of Russia, but also to the whole world, provoking the outbreak of a nuclear war.
"We could not allow the presence of nuclear weapons in the rabid, unruly nationalists," Patrushev concluded.
Moreover, according to him, when the United States deployed tactical nuclear weapons in Europe, for the use of which the missile defense infrastructure created in close proximity to the borders of the Russian Federation can be used. "Where are the guarantees that the "loaded gun" will not fire again?" Patrushev remarked.
Moreover, according to him, everyone remembers well that the United States has already used nuclear weapons against civilians, dropping atomic bombs on Japanese cities. In addition, the Americans massively used depleted uranium ammunition in Iraq and Yugoslavia. Nikolai Patrushev also noted that the United States has not fulfilled its obligations to destroy chemical weapons for many years. But it was these weapons that killed people in Vietnam, Korea, Laos.
"Under the circumstances, we had to take proactive measures to ensure the security of Russia and its citizens," the Secretary of the Security Council summed up. As for the ongoing military operation, according to Patrushev, "it is taking place in accordance with the plan." Russia is already providing humanitarian aid in the territories liberated from radical nationalists. According to him, Russia is interested and will fully contribute to the economic development of Ukraine and the normalization of the life of the fraternal people.
He once again recalled that by the decision of the President of Russia, a special military operation is currently being conducted, aimed primarily at protecting people who have been subjected to bullying and genocide by the Kiev regime for eight years, as well as demilitarization and denazification of Ukraine.
Patrushev emphasized that the Declaration on State Sovereignty of Ukraine, adopted by a national referendum in 1990, enshrines the desire to become a permanently neutral state, not to take part in military blocs, not to accept, not to produce and not to acquire nuclear weapons. The Constitution of Ukraine of 1996 also refers to this Act of Declaration of Independence. "Therefore, it is necessary to achieve the neutral status of Ukraine in practice, excluding the possibility of its joining NATO," the Secretary of the Security Council said.
At the same time, he noted that the shelling of the civilian population of the People's Republics continues. So, on March 14, as a result of a missile strike, 20 residents of Donetsk were killed and 28 wounded. "This war crime once again confirms the Nazi essence of the regime ruling in Ukraine today," Patrushev stressed.
He also recalled that the peoples of the North Caucasus, including the Chechen Republic, Dagestan, Kabardino-Balkaria, and other regions, are actively participating in the military special operation.
"Many of them have already been presented with state awards, including the high title of Hero of Russia. Unfortunately, there are losses. I would like to once again express my gratitude for the courage, heroism, and self-sacrifice shown in protecting Russia's national security and national interests," the Secretary of the Security Council said.
He said that information has been received that confirms the development of military biological programs in biological laboratories created in Ukraine with the direct participation of foreign consultants and advisers, and funding from the United States. According to him, that is why the United States is afraid of the publicity of their research on the development of biological weapons on the territory of post-Soviet states in violation of the Convention on the Prohibition of Biological and Toxin Weapons.
At the same time, Patrushev recalled that a moratorium on conducting biological tests with dangerous pathogens was imposed on the very territory of the United States during the Obama presidency. According to the Secretary of the Security Council of the Russian Federation, US Deputy Secretary of State Victoria Nuland did not accidentally declare the need to take measures to prevent the accumulated research materials and samples of pathogens from reaching Russia.
"They actually really have something to fear. And it is not surprising that outbreaks of infectious diseases observed in a number of countries can be directly related to the activities of biological laboratories in Ukraine," Patrushev stressed.
In his opinion, the investigation of such activities should shed light on the true intentions and consequences of such research.
As for the main topic of the meeting, where he traditionally arrived together with Ramzan Kadyrov, who was driving himself, Nikolai Patrushev drew the attention of the heads of regions to the fact that in addition to socio-economic processes, the socio-political situation should be kept under constant control.
"It is necessary to ensure employment of the population, establish strict control over the pricing of goods and services, take the necessary measures to preserve stability and public security," the Secretary of the Security Council said. It is equally important, in his opinion, to block the work of non-governmental non-profit organizations conducting illegal activities in a timely manner and recognize them as undesirable on the territory of Russia.
