Deputy Prime Minister Dmitry Chernyshenko gave operational instructions to the Ministry of Finance to prepare a third package of measures to support the IT industry and domestic specialists in this field. This is reported by RIA Novosti with reference to the official's office.
The Ministry of Finance should also accelerate and update the preparation of the third package, "based on the current economic situation." The source of the Telegram channel "Before everyone. Well, almost" said that the agency has already prepared a list of priority measures for the stabilization and development of the IT industry in the face of sanctions.
In particular, it is proposed to exempt all employees of IT companies from personal income tax for the next 3 years, as well as to provide targeted funding for the creation of a GitHub "mirror" in Russia. In addition, the Ministry of Finance offers to provide grants to companies for the development and development of IT products.
Full list of offers:
- extend the current tax benefits also to IT companies that receive income from advertising or providing additional services in their applications and online services, as well as from the implementation, installation, testing and maintenance of partner domestic IT products;
- to exempt all employees of IT companies from personal income tax for the next 3 years, and the companies themselves from paying income tax, as well as to exempt these companies from inspections;
- provide all employees of IT companies with a preferential mortgage with a 5% rate for the duration of work;
- to grant a deferral from conscription for employees of IT companies for the duration of their work in these companies;
- introduce simplified procedures for obtaining work permits and residence permits for foreign citizens attracted to work in Russian companies;
- provide grants to companies for the development and development of IT products;
- to ensure accelerated import substitution of software at critical information infrastructure facilities;
- also, to provide targeted funding for the creation of a "mirror" repository of open GitHub software in Russia.
Recall that the third package of measures to support the IT industry and domestic specialists in this field began to be discussed in January of this year. The second package was approved in September 2021.
