Employees of the Rosgvardiya and the Ministry of Emergency Situations of Russia will be able to legally engage in humanitarian demining. So far, this function is assigned to the FSB and the FSO. Such an initiative was made by a group of State Duma deputies.
The authors of the bill, which was adopted by deputies in the first reading today, pointed out that there is a certain gap. Everyone knows that the sappers of the Ministry of Emergency Situations and Rosgvardiya have long been engaged in the neutralization and destruction of explosive objects, explosive devices and explosives. So it was in Nagorno-Karabakh, so it was during the clearance of forests and fields in the area of the monument to the heroes of the Battle of Rzhev. The Ministry of Emergency Situations sappers have been working for many years at the humanitarian center in the Serbian Niche, and have also been neutralizing ammunition in the waters of the Crimea for many years. But it turns out that while their activities are, as it were, outside the law.
To eliminate this legal uncertainty, it is necessary to amend the law "On Civil Defense" and at the same time the law "On National Guard Troops". It is proposed to amend the texts of these laws, giving the troops of the Russian Guard "the authority to search, identify, locate, neutralize and destroy explosive objects (devices) and explosive substances in places and areas of performance of service and combat tasks."
The authors of the amendments, and these are the heads of the Duma committees on information policy, information technology and communications, as well as on security and anti-corruption, note that the adoption of the bill will not require changes in the structure or the creation of new units of the Ministry of Emergency Situations of Russia and Rosgvardiya.
