In Russia, they will create a repository for storing software that everyone can freely use. First of all, it will host programs created with budgetary funds. This is reported by RBC with reference to the relevant draft government decree.
As stated in the explanatory note, e-government infrastructure software will be placed in the repository under an open license. The exception will be components that provide cryptographic information protection functions.
The experiment will involve the Ministry of Finance, the Ministry of Internal Affairs, Rosreestr, Pension Fund. The final list of the Ministry of Finance will be approved by June 1. The repository operator will be an organization selected by the Russian Information Technology Development Fund.
According to Sergey Sergienko, adviser to the head of the Ministry of Finance, the repository will have to become the Russian equivalent of GitHub. It is the world's largest web service for joint development and hosting of IT projects.
