The State Duma on Wednesday adopted in the third reading a bill on the introduction of provisions into the Air Code of the Russian Federation concerning the use of civilian drones weighing from 0.25 kg to 30 kg, including the concept of their airworthiness and the norm on the application of identification marks on them.
According to the changes, the airworthiness of an unmanned aircraft system or its element means the technical condition in which they comply with the standard design and requirements, including environmental protection, and can be safely operated. At the moment, the corresponding article of the Air Code does not contain norms on drones.
The code includes the concept of "certification basis" - a set of requirements necessary to ensure the safe operation of unmanned aircraft systems. The certification basis is determined by the legal entity - the developer of the drone and approved by the Federal Air Transport Agency. The concept of aircraft maintenance is clarified, it is indicated that this procedure is also carried out in relation to drones.
The law provides for the mandatory application of registration identification marks on unmanned civil aircraft with a maximum take-off weight from 0.25 to 30 kg, imported or manufactured in the Russian Federation.
