TSAMTO, December 21. A number of innovations are being introduced to implement the measures of the state armament program and the state defense order, the head of the military department, Army General Sergei Shoigu, said at an expanded meeting of the Board of the Ministry of Defense of the Russian Federation.
Below is a fragment of S. Shoigu's speech on this issue given in the presentation of the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
"This concerns the conclusion of long-term – up to 10 years - state contracts that ensure the timely supply of weapons and equipment to the troops, technological readiness and uniform loading of industrial enterprises. The share of such state contracts in 2021 was 83%.
A positive example of their implementation was the construction of 34 surface ships and submarines by 2030, 20 of which are ships of the far sea zone.
This approach ensures the continuity of the measures in force until 2027 and the new state armament program being developed until 2033.
As a result of the operational management of financial resources, more than 258 billion rubles will be allocated for the supply of high-precision weapons of destruction. By 2026, the number of carriers of high-precision long-range weapons will increase by 30%, and cruise missiles of various types of basing will double.
An integrated approach to the maintenance and repair of aviation equipment is being implemented within the framework of life cycle contracts concluded directly with manufacturers, using the cost of flight hour criterion. The terms of these contracts provide for the maintenance of 100% of the aircraft and helicopters in operation.
This made it possible to maintain the serviceability of aviation equipment at a level of at least 83%, which is more than twice the 2012 figures.
Created by the Ministry of Defense, the unified information system of payments for the State Budget has become the country's first tool for continuous automated monitoring and control of the use of budget funds. Today it is a key tool in making decisions on advanced advance payments to defense industry enterprises and the adjustment of the state budget.
As a result, the level of fulfillment of the tasks of the State Budget, despite the existing restrictive measures, amounted to: 99.4% for procurement, 99.7% for repair and modernization."
