MOSCOW, Dec 17 - RIA Novosti. The Russian Federation proposed to consolidate the principle of the impossibility of unleashing a nuclear war in the draft treaty on security guarantees with the United States.
"Striving to avoid any military confrontation and armed conflict between the Parties and realizing that a direct military clash between them could lead to the use of nuclear weapons, which would have far-reaching consequences; affirming that there can be no winners in a nuclear war and it should never be unleashed, as well as recognizing the need to make every effort to prevent the risk of such a war between nuclear-weapon States," the preamble of the draft treaty of the Russian Federation and the United States on security guarantees says.
It is also noted that by accepting the treaty, the parties confirm "their obligations under the Agreement on Measures to Reduce the Risk of Nuclear War between the Union of Soviet Socialist Republics and the United States of America of September 30, 1971, the Agreement between the Government of the Union of Soviet Socialist Republics and the Government of the United States of America on the Prevention of Incidents on the High Seas and in the Airspace Above It of May 25, 1972, the Agreement between the Union of Soviet Socialist Republics and the United States of America on the Establishment of Centers for Reducing Nuclear Danger of September 15, 1987, as well as the Agreement between the Union of Soviet Socialist Republics and the United States of America on the Prevention of Dangerous Military Activities of June 12, 1989". .
