BERLIN, Dec 14 - RIA Novosti. In Germany, Russia's proposals on the non-movement of NATO were considered unacceptable, since this requirement violates the right of countries to self-determination, a source in the office of the German Chancellor expressed this opinion to journalists.
"A number of demands made by representatives of Russia in recent days directly contradict the right to self-determination of every state that decides which way it wants to go in security policy. Of course, many things cannot be discussed there," the source said, adding that Berlin considers it possible and is ready to discuss with Russia the security structure and "how to contribute through dialogue to ensure that it develops positively."
"For us, as NATO members, it is difficult to understand that NATO is assessed as a threat, but, as it was said, we are ready to enter into a dialogue... but we cannot do this over the heads of sovereign states," the source added.
Earlier, the Russian Foreign Ministry reported that it was necessary to officially disavow the decision of the 2008 Bucharest NATO Summit that Ukraine and Georgia would become NATO members as "contrary to the commitment of the leaders of all OSCE participating states - "not to strengthen their security at the expense of the security of others."
Russian President Vladimir Putin earlier stated the need to immediately begin negotiations in order to develop clear, international legal agreements that exclude any further advance of NATO to the east and the deployment of weapons threatening Russia in neighboring states, primarily in Ukraine.
