The Government will approve the procedure for assessing the conformity of space technology intended for use in scientific and socio-economic purposes
MOSCOW, December 7. /tass/. The State Duma adopted in the first reading a bill defining the procedure for assessing the conformity of dual-use space technology, which is intended for use in scientific and socio-economic purposes. The document was initiated by the Government of the Russian Federation.
The draft law proposes to introduce new concepts of "space system", "space complex", "space infrastructure objects", "components of space systems and space complexes", "space technology of scientific and socio-economic purpose", "dual-use space technology". The Government of the Russian Federation will approve the procedure for assessing the conformity of space technology intended for use in scientific and socio-economic purposes. The Government will also approve the procedure for accreditation in the field of space activities, including the procedure for accreditation of certification bodies and testing laboratories (centers) performing work on conformity assessment of space technology and related processes, and the procedure for certification of experts on accreditation in the field of space activities.
According to the draft law, the State Corporation Roscosmos organizes an assessment of the conformity of space technology for scientific and socio-economic purposes and, together with the Ministry of Defense of the Russian Federation, an assessment of the conformity of dual-use space technology and related processes, works (services) in the field of space activities. In addition, the Roscosmos Group of Companies is also given the authority to accredit and certify experts on accreditation in the field of space activities.
The bill clarifies the specifics of technical regulation in the field of space activities. The norm establishing the issuance of certificates for samples of space technology, as well as for equipment used in the creation and use of space technology on the basis of expertise on space activities is excluded.
The subject of regulation of the draft law does not include military space equipment, as well as works (services) in the field of space activities that are performed by the federal executive authority for defense or organizations subordinate to it under a state contract.
If adopted, the law will come into force on September 1, 2023.
