At a meeting of the President of the Russian Federation with the government on Wednesday, the head of the Ministry of Finance Maksut Shadaev reported on the unsatisfactory execution of government directives from 2018, representatives of the interests of the state in the boards of directors of state–owned companies on the procurement of Russian software products and proposed to introduce personal responsibility of the heads of state-owned companies - Vladimir Putin agreed with the proposals.
According to Shadaev, "the result is not very good." State-owned companies spent two times less than expected on domestic software. As a result, software manufacturers received less than 70 billion rubles in 2019-2020.
According to the established benchmarks, 70% of the expenses of state-owned companies on software should have gone to "Russian solutions," Shadaev said. According to him, state-owned companies have found a way to counteract – they underestimate IT budgets.
We need a target indicator for the "penetration of Russian solutions," the minister said, and the personal responsibility of the heads of state-owned companies for achieving this indicator.
Another part of the problem is our own software development centers, which are created by state-owned companies. Shadaev believes that this is "not always justified."

State-owned companies should be limited in their desire to create their own development centers, Shadaev said. For example, state-owned companies producing software should be burdened with the obligation to ensure the commercialization of their developments, the minister believes.
The President agreed with the proposals, including the introduction of personal responsibility of heads of state-owned companies for the implementation of import substitution plans for software.
