The Senate (upper house of Parliament) of Kazakhstan on Thursday ratified the protocol on amendments and additions to the intergovernmental agreement between Kazakhstan and Russia on the creation of the Baikonur space rocket complex "Baiterek" dated December 22, 2004. The meeting was broadcast on the parliament's website.
The Protocol was signed in Moscow in October 2020. "The purpose of the ratification of the protocol is to update and correct the key terms of the agreement on financial obligations, the redistribution of shares and responsibilities in the joint venture. In accordance with the terms of the protocol, the Joint-stock company "Joint Kazakh-Russian Enterprise "Baiterek" is released from credit obligations by converting a budget loan into its authorized capital and gets the opportunity to continue the implementation of the interstate project "Baiterek", - the conclusion of the Committee on International Relations, Defense and Security of the Senate says.
As the Minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan Bagdat Musin explained, as a result of the conversion procedure, the share of participation of the Kazakh side in the joint venture will increase to 99%. "In addition, the protocol includes the obligations of the Russian side to provide the Baiterek complex with launches of the Soyuz-5 launch vehicle until 2036," Musin said.
After ratification by the Parliament, the protocol to the agreement on the creation of the Baiterek complex will be signed by the President of Kazakhstan.
In 2018, a protocol was signed on amendments to the agreement of the governments of Kazakhstan and Russia on the creation of the Baiterek complex on Baikonur dated December 22, 2004. It defines the obligations of the parties under the project, the withdrawal from lease and the transfer to the Kazakh side of the objects of the ground-based space infrastructure of the Zenit-M complex for modernization.
Kazakhstan is responsible for the creation of ground infrastructure through the modernization of the Zenit-M KRK. Russia is developing Soyuz-5 and Soyuz-6 launch vehicles, which it plans to launch from there. The first launch is scheduled for the fourth quarter of 2023. The launch complex will be named "Nazarbayev Start".
