The ministry stressed that when approving the draft Code of Ethics for Artificial Intelligence, comments on the priority of national interests and on the implementation of the requirements of the National Security Strategy were taken into account
MOSCOW, October 26. /tass/. Only the state can provide guaranteed control over the development of self-learning artificial intelligence (AI) technologies in the interests of national security. This opinion was expressed by the deputy head of the Main Department of Research and Technological Support of Advanced Technologies (innovative Research) Russian Defense Ministry Major General Alexander Osadchuk at the first international forum "Ethics of Artificial Intelligence: the beginning of trust", which takes place on Tuesday in TASS.
"Now AI technologies make life much easier for us. At the same time, we see that their development is gradually moving to a new stage. We note that technologies have learned to teach themselves. Neural networks become the prototype of artificial intelligence. It is important not to miss this moment. It is necessary to organize guaranteed control over such developments. Today, only the state can give such a guarantee," Osadchuk said, stressing that "the creation of necessary and sufficient conditions for national interests in the field of security is a mandatory criterion."
According to him, during the joint work with the analytical center on the approval of the draft Code of Ethics of Artificial Intelligence, comments on the priority of national interests and on the implementation of the requirements of the National Security Strategy, as well as on creating conditions for the development of the school of AI technologies were taken into account.
"The Code has been adopted, and this is the first step. As it is applied, it is advisable to form an interdepartmental commission at the government level, for example in an analytical center, with the participation of interested federal government bodies and organizations," Osadchuk concluded.
About the AI Code of Ethics
On October 26, the first Code of Ethics of Artificial Intelligence in Russia was signed in TASS as part of the first international forum "Ethics of Artificial Intelligence: the Beginning of Trust". The Code will become part of the federal Artificial Intelligence project and the Information Society Development Strategy for 2017-2030. The document establishes general ethical principles and standards of conduct. The Code applies to relations related to these features of creation (design, construction, piloting) and the use of AI technologies at all stages of the life cycle, which are not currently regulated by the legislation of the Russian Federation or other regulatory acts.
