MOSCOW, October 26. /tass/. The State Duma on Tuesday adopted in the second reading a government bill allowing retired officers of the Russian Navy to wear cutlasses for life as part of ceremonial uniforms, without issuing a special permit for this.
"The bill provides that daggers received by citizens of the Russian Federation, dismissed and dismissed from state paramilitary organizations with the right to wear military uniforms, will not be subject to registration with the Rosgvardiya or its territorial body, they will not require obtaining an appropriate permit to store and carry weapons," the explanatory note says.
According to the current version of Article 19 of the law "On Weapons", where amendments have been proposed, retired military personnel are required to submit an application for registration of weapons within two weeks from the date of receipt of the dirk. The Cabinet of Ministers notes that, taking into account the purpose of the transfer of cutlasses and their purpose (lifelong storage and wearing with military uniforms, observance of military traditions and rituals), it is advisable to establish the order of their turnover without keeping records in the Rosgvardiya.
At the same time, in the wording of the first reading of the draft law, the heads of state paramilitary organizations were granted the right to transfer cutlasses for lifelong storage and wearing with military uniforms to citizens of the Russian Federation who were dismissed and dismissed from state paramilitary organizations with the right to wear military uniforms, according to their application. The amendment to the second reading clarifies that the heads of state paramilitary organizations and their authorized officials hand over the cutlasses of dismissed or dismissed from military service to citizens who do not have "diseases in the presence of which possession of weapons is contraindicated."
